SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or her designee, to execute a Professional Services Agreement with Schrickel,
Rollins and Associates, Inc., for a design engineering report, final design, bid phase services, and
construction administration services for the Robson Ranch Wastewater Treatment Plant Lift Station
Conversion, as set forth in the contract; providing for the expenditure of funds therefor; and providing an
effective date (RFQ 6590-099 – Professional Services Agreement for engineering services awarded to
Schrickel, Rollins and Associates, Inc., in the not-to-exceed amount of $240,500.00). The Public Utilities
Board recommends approval (4 - 0).
INFORMATION/BACKGROUND
The Robson Ranch Sequencing Batch Reactor Wastewater Treatment Plant (SBR WWTP) was constructed
by Robson Ranch, placed into operation, and conveyed to the City for operation and maintenance. The SBR
WWTP is currently near its permitted capacity, and in accordance with TCEQ rules, the Utility must begin
construction of improvements in the near future. In accordance with the Development Agreement, Robson
Ranch remains financially responsible for any necessary expansions to the facility. In lieu of expansion, the
City and Robson agreed that Robson Ranch will compensate the City for and that the City will construct a
wastewater force main and gravity interceptor to convey wastewater flow from Robson Ranch to the Pecan
Creek Water Reclamation Plant collection system, and convert the SBR WWTP to a wastewater lift station.
This results in ongoing operations and maintenance cost savings for the City by ceasing wastewater
treatment at the SBR WWTP. The force main and gravity interceptor have been designed and will be
advertised for construction this spring.
The scope of the contract under consideration includes design and construction administration services for
improvements at the Robson Ranch SBR WWTP to allow it to operate as a wastewater lift station with peak
flow storage, and modifications to the Robson East Wastewater Lift Station to accommodate the new
hydraulic operating conditions, and the addition of an emergency backup generator.
Wastewater Utilities Staff evaluated the qualifications and ability of Schrickel, Rollins, and Associates, Inc.
to complete this critical infrastructure project. Based upon the firm’s experience and staff assigned to the
project staff have determined that the engineer is highly qualified to perform this work.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018, and
June 5, 2018 (Ordinance 2018-331).

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of professional
engineering firms (Ordinance 2018-331).
On March 26, 2019, Council approved a Development Agreement with Robson Ranch (Ordinance 2019-
087).
On March 8, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Schrickel, Rollins and Associates, Inc., for design engineering report, final design,
bid phase services, and construction administration services for the Robson Ranch Wastewater Treatment
Plant Lift Station Conversion, in a not-to-exceed amount of $240,500.
