SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a Professional Services Agreement with Kimley-
Horn and Associates, Inc., for professional engineering services in support of the State reimbursable Safe
Routes to Schools (SRTS) projects; Ginnings and Alexander Elementary Schools Sidewalk Improvements
projects, as set forth in the contract; providing for the expenditure of funds therefor; and providing an
effective date (RFQ 6590-102 – Professional Services Agreement for engineering services awarded to
Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $215,000.00).
INFORMATION/BACKGROUND
On March 8, 2019, an Advanced Funding Agreement (AFA) CSJ#0918-46-305 was authorized by the Texas
Department of Transportation (TxDOT) and the City of Denton to provide funding reimbursement in the
not-to-exceed amount of $762,311, for project design, right-of-way acquisition, utility relocations, and
construction activities. The Safe Routes to School (SRTS) projects include pedestrian and bicycle
infrastructure that will substantially improve safety and the ability for students to walk and bike to schools.
The City of Denton selected projects in coordination with Denton Independent School District who as
identified the Ginnings and Alexander (formerly named Lee) Elementary Schools as candidates in need of
sidewalk connectivity. The current estimated cost including design, right-of-way acquisition, utility
relocation, city staff time, and construction of these sidewalks is $1,706,000.
This project was submitted to the Denton County Transportation Authority (DCTA) in January to be
considered for the DCTA Transportation Reinvestment Program (TRiP). If approved, DCTA will reimburse
a not-to-exceed amount of $505,861.
Based on the qualifications, knowledge, and experience in designing projects of similar type and magnitude,
staff selected Kimley-Horn and Associates, Inc. from a list of qualified consultants to perform this work.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018, and
June 5, 2018 (Ordinance 2018-331).

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of professional
engineering firms (Ordinance 2018-331).
RECOMMENDATION
Award a contract with Kimley-Horn and Associates, Inc., for professional engineering services in support
of the State reimbursable Safe Routes to Schools (SRTS) projects; Ginnings and Alexander Elementary
Schools Sidewalk Improvements projects, in the not-to-exceed amount of $215,000.
