Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: March 16, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a Professional Services Agreement with Kimley- Horn and Associates, Inc., for professional engineering services in support of the State reimbursable Safe Routes to School (SRTS) projects; Wilson and Pecan Creek Elementary Schools Sidewalk Improvements projects, as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 6590-105 – Professional Services Agreement for engineering services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $150,000.00). INFORMATION/BACKGROUND On November 28, 2018, an Advanced Funding Agreement (AFA) CSJ#0918-46-267 was authorized by the Texas Department of Transportation (TxDOT) and the City of Denton to provide funding reimbursement in the not-to-exceed amount of $438,820.00, for project design, right-of-way acquisition, and construction activities. This project is in support of the Safe Routes to School Program and is being funded in part by the State Congestion Mitigation and Air Quality (CMAQ) program. Programs supported by the improved sidewalk connectivity near Wilson and Pecan Creek Elementary will enhance safety and the ability for students to walk and bike to school. The City of Denton selected projects in coordination with Denton Independent School District who has identified both Wilson and Pecan Creek elementary schools as candidates in need of sidewalk infrastructure. The current estimated cost including design, right-of-way acquisition, utility relocation, city staff time, and construction of these sidewalks is $676,000.00. This project was submitted to the Denton County Transportation Authority (DCTA) in January to be considered for the DCTA Transportation Reinvestment Program (TRiP). If approved, DCTA will reimburse a not-to-exceed amount of $80,475.00. Based on the qualifications, knowledge, and experience in designing projects of similar type and magnitude, staff selected Kimley-Horn and Associates, Inc. from a list of qualified consultants to perform this work. Request for Qualifications for professional engineering services was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018, and June 5, 2018 (Ordinance 2018-331). City Hall 215 E. RECOMMENDATION Award a contract with Kimley-Horn and Associates, Inc., for professional engineering services in support of the State reimbursable Safe Routes to School projects; Wilson and Pecan Creek Elementary Schools Sidewalk Improvements projects, in a not-to-exceed amount of $150,000.
