SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or her designee, to execute a contract with Baker and Taylor, LLC, as agent
for Bridgeall Libraries Limited, for library collection analysis software package, CollectionHQ and ESP,
which is the sole provider of this software, in accordance with Texas Local Government Code 252.022,
which provides that procurement of commodities and services that are available from one source are exempt
from competitive bidding, and if over $50,000 shall be awarded by the governing body; and providing an
effective date (File 7478 – awarded to Baker and Taylor, LLC, as agent for Bridgeall Libraries Limited, in
the five (5) year not-to-exceed amount of $92,000.00).
INFORMATION/BACKGROUND
The Denton Public Library uses the CollectionHQ and ESP software to improve the performance of its
current collection. CollectionHQ provides measurement and analysis of library collection performance
through Evidenced Based Stock Management (EBSM) methodology. This product assists in collection
maintenance, budget allocation, and selection of new materials. The software streamlines collection
management activities, saving staff time and providing clear data for staff to improve library collections
and generate circulation
ESP is a decision support tool offering predictions on how new and forthcoming titles may circulate at
libraries. ESP predictions are based upon historical evidence from Denton Public Library, other public
libraries across the nation, and external factors including, but not limited to BISAC performance, book
reviews, and pre-publication demand. The software helps staff select items to maximize circulation, reduce
dead-on-arrival items, increase collection turnover, and meet the needs of the local community.
ESP is the only predictive service that integrates with Baker &Taylor’s ordering software. Baker & Taylor
is the library’s primary print vendor under state contract. CollectionHQ is the only analytic software that
provides ESP with collection data.
Section 252.022 of the Local Government Code provides that procurement of sole source commodities and
services are exempt from competitive bidding, if over $50,000, shall be awarded by the governing body.
