2. Describe the resources Proposer has to manage staff and successfully perform the Work
contemplated under this Contract. State the number and summarize the experience of company
personnel who may be utilized for the Work, including those who will be available to Cooperative
members for assistance with project development, technical issues, and product selection for Work
associated with this Contract.
Universe has 20 operations management and administrative support professionals that will be available
and responsible to assist Cooperative members with project development, technical issues, and product
selection. We have an interpreter/translator base of over 6,000 professionals with the majority ATA
certified. Regardless of any third‐party certifications, all Universe interpreters must pass our internally
developed language proficiency testing. Over 85% of our interpretation service is provided by
employees. The average tenure of our employees is seven years and our telephone interpreters have an
average of 2 ‐ 5 years of previous interpreting experience.
Universe’s internal training of our staff members, translators and editors also addresses HIPAA
compliance, protecting client confidentiality, the importance of maintaining professional boundaries,
and has one simple goal – Excellence. At the end of their training, each individual will be able to
demonstrate that they have internalized our Standards of Practice.
Key Management Personnel for the Telephone Interpretation Service
Fred Grissom, Manager Telephone Interpretation, Responsible for Daily Oversight as Contractor
Representative – Fred has overall responsibility for Operations, Customer Relations and Business
Development for Telephone Interpretation. He has served in a leadership role in telephone‐based
language interpretation since 2003. This included employing innovative uses of the latest in automated
call distribution technologies to provide service to public and private utilities, government agencies,
healthcare and various other industries. He directed multiple projects of one million + minutes per year
with customer satisfaction levels above 95%. Prior to 2003, Fred was in management positions with
Lockheed and with Titan (now part of L3) at NASA’s Johnson Space Center.
Dave Barker – VP, Telephony Systems with over 20 years’ experience in the IT arena, Dave has held
various positions including Network Director for an ISP and Lead Programmer Analyst conducting
statistical analysis. Prior to 2007, Dave spent seven years leading installation teams for the award
winning call center platform CIC by Interactive Intelligence at over fifty corporate sites.
Joe Catanzaro – Director Program Management with 14 years’ experience managing Call Center
Operations for a variety of companies from local utilities to Fortune 500 companies. Joe has direct
responsibility for all day‐to‐day operational decisions and facility management.
Peter Castaneda – Program Manager with 10 years’ experience in Contact Center process management,
operational management and team development. Peter is responsible for the overall operations
program performance and management, meeting KPI’s, developing program knowledge, coordinating
training, and evaluating the performance of Supervisors, Team leads, Specialists, and Support team.
Pamela Pinto ‐ Pamela started working with the UTT program in August. She has a Bachelor’s degree in
Tourism & Business Management and has taken additional Customer Service courses. She has 7+ years
of experience in call centers with diverse clients (health insurance, satellite TV, energy) working with
billing, claims, sales/retention, skills include training, client relations, project management, and
administrative support. Pamela has been doing extensive work with the QA and training processes for
the team in an effort to improve overall quality and accuracy of the translations.
Key Management Personnel for the In‐Person Interpretation and Document Translation Service
Andreas Nordquist – Contract Administrator/Account Manager
Andreas will serve as the main Contract Facilitator/Administrator for all Document Translation project
requests, including the processing of all project quotations and the implementation of staff member
training. Andreas has served in a business development role and as a Contract Administrator for
Universe, selling to and managing large accounts for document translation, in‐person translation and
voice‐over clients, since 2009.
Prior to 2009, Andreas worked as a Regional Account Executive within the Staffing Industry, serving both
the Houston and San Antonio regions from 2000 to 2008. He also worked as a Sales Associate within the
Wine Industry in Sonoma California (1995 – 1999).
Education/Languages B.A. in Business; Brighton College of Technology, Brighton, England. He is fluent in
English, Swedish, German and Spanish.
Soad Sefriou – Vice President of Operations, will serve as Back‐up to Mr. Nordquist – Soad has been with
the company for 13 years and worked for one of the largest independent Oil and Gas Companies for 8
years prior to that. As VP of Operations, Soad is in charge of overseeing Project Managers as well as
Project Coordinators. Her core focus area(s) are the scheduling of projects, project evaluation,
monitoring of costs and ensuring milestones are met.
Soad holds a Bachelor degree in Business Administration and an MBA with a concentration in Finance
from l’Ecole Nationale D’administration, Strasbourg, France, and a Master of Science in Accounting from
the University of Saint Thomas in Houston, Texas. She is also fluent in six languages, including English,
French, Arabic, Spanish, Italian and German.
Susan Wagner – Senior Project Manager/Editor ‐ Susan will serve as a Project Manager and as a
Translator/Editor for Spanish into English projects.
Susan has been with the company since 2012 and has exceeded all expectations as a reliable Project
Manager. As a project manager, Susan interacts with as many as 15‐20 translator and/or editors every
day. Her duties include; language localization, matching source text to target text for the intended
audience/end‐user’s utilization; full project cycle management, from quotation to delivery of final
product using effective time management skills meeting rigorous deadlines; translate and edit legal,
financial and medical documents with focus on quality assurance.
Prior to joining the team, she was living and working as a translator overseas, and as a translator for the
University of Houston. Her extensive experience abroad, interacting with various cultures and dialects,
makes Susan a vital asset to Universe and to all of our clients.
Susan holds a B.S. in Spanish for Business; Central Michigan University of Mount Pleasant, MI and an
M.A. Degree in Spanish Linguistics; University of Houston. She is fluent in English, Spanish and French.
Libby Delacueva – Project Coordinator. Libby will serve as the Project Coordinator for all Spanish
translation projects. She possesses the authority to select and direct the appropriate team of translators
and editors to meet each client’s specific objectives.
With over 12 years of experience in Business Operations (past 6 years as a Project Coordinator with
Universe), her superior organization, attention to detail and customer service skills will ensure the
proper handling of paperwork and on‐time project delivery for all written translations.
Libby holds a B.A. in Tourist Enterprises Administration; Universidad Regiomontana, Mexico. She is
fluent in English, Spanish and has a basic working knowledge of Portuguese.
Margarita Kalmanovich – Project Manager ‐ Margarita will serve as the Project Manager for all Asian and
Middle Eastern Languages. In addition to her daily duties, she will also be responsible for backing‐up
Soad Sefriou’s managerial duties. She possesses the full authority to select and direct the appropriate
team of translators and editors to meet project specific objectives. Responsibilities include Project
planning and document control for translation set‐up, logs, management and archiving of all designated
translation projects, downloading and uploading of all files for translation which includes managing of
project revisions and updates.
Margarita has been a Project Manager with Universe since 2007. Prior to joining Universe’s team of
project coordinators, Ms. Kalmanovich worked with a wide range of activities and services aiming at
creating strategic alliances, partnerships and joint ventures for businesses between Israel, Latvia and
Lithuania as a Trade Officer for the Israeli Embassy in Riga, Latvia.
Margarita holds a B.A. in Translation/Interpretation; University of Economics and Culture, Riga, Latvia.
She is fluent in Russian, Latvian and English.
Lala Sadikhzada – Project Coordinator. Lala will serve as the Back‐up to Ms. Kalmanovich and as the
Project Coordinator for all Eastern European Languages.
Lala’s main duties include the processing of project specifics as it relates to localization and formatting
requirements within the documents; scheduling and executing projects for Russian, Ukrainian, Azeri,
Kazakh, Uzbek, Georgian and Belarusian document translation projects; delivering to clients using all
means of delivery methods and attending to customer service related issues.
Lala graduated with a PhD from the Geology Institute in Baku, Azerbaijan, where she worked as a
researcher from 2006 to 2011, prior to joining the team at Universe in 2012.
During her tenure at the Geology Institute, she participated in numerous projects funded by the
Academy of Science, assisted with the preparation of course curricula, developed teaching materials,
and translated scientific papers and a book that were published. She is also fluent in English, Russian,
and Azerbaijani.
Rebeca Nini – Project Manager ‐ Rebeca will serve as a Project Manager for various Core Languages
including Western European Languages. Rebeca has been a Project Coordinator with Universe since
2009. Her main responsibilities include project planning and the control of translation projects, logs,
archiving and scheduling of all requests for translation and transcription, which include managing
changes made to project assignments and updates. Daily duties also include supporting other Universe
project managers with various customer communication related issues, such as preparation of project
instructions to effectively manage subject matter requirements, preparing periodic status reports,
identifying resources and steps needed for project completion as well as monitoring the projects’ status
to ensure timely completion.
Rebeca holds a Bachelor’s degree in Business Administration with a minor in Interpreting and translation
from Politehnica University in Romania. She speaks four languages including English, Romanian,
German, French and Spanish.
Gilbert Ruiz — Desktop Publishing Manager – Gilbert will serve as HCHD’s dedicated Desktop Publishing
Manager for all document translation projects needing formatting services. Gilbert’s main responsibility
is to oversee our team of Desktop Publishers and coordinate/direct project formatting tasks for proper
execution. He will also ensure that proper conversion of uneditable text in the documents is
implemented upon arrival, and for final formatting upon delivery. Additionally, he provides expertise in
digital imaging and graphic design when necessary.
Additionally, Gilbert possesses extensive multimedia knowledge in sound engineering and editing:
Voice‐over recording, translated narrations, video editing and multimedia for translated video and
motion graphics presentations.
Prior to joining our team in 2012, Gilbert worked at Omnipulse Media as a Design Supervisor.
Gilbert holds an Associate of Applied Sciences degree in Computer Animation from the Art Institute of
Houston. He speaks English and Spanish.
