SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a contract with DBT Transportation Services
LLC, for Airport tower equipment upgrades; providing for the expenditure of funds therefor; and providing
an effective date (RFP 7627 – awarded to DBT Transportation Services LLC, in the not-to-exceed amount
of $188,205.00).
INFORMATION/BACKGROUND
The control tower located at the Denton Enterprise Airport was opened in 2004 and has since become one
of the busiest control towers in the state of Texas. This contract is for the update of tower equipment that is
now obsolete. This contract will include the installation of an entirely new voice recording system, new
backup radios, necessary spares, console modifications, etc. The contract will also include all setup and
commissioning with the Federal Aviation Administration (FAA).
Requests for Proposals was sent to 33 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. One (1) proposal was received, references were checked, and proposals evaluated based
upon published criteria including compliance with specifications, probable performance, schedule, and
price. Based upon this evaluation, DBT Transportation Services LLC was ranked the highest and
determined to be the best value for the City.

ESTIMATED SCHEDULE OF PROJECT
The contract shall commence upon the issuance of a Notice to Proceed or Purchase Order by the City of
Denton and shall automatically expire upon completion of the work or receipt of the materials, and
acceptance by the City of Denton.
FISCAL INFORMATION
These services will be funded from Airport Gas Well Funds and Operating Funds.
