Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: April 20, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a contract with LeadsOnline LLC, for the purchase of the Real Time Crime (RTC) Investigation System for the Police Department, which is the sole provider of this software, in accordance with Texas Local Government Code 252.022, which provides that procurement of commodities and services that are available from one source are exempt from competitive bidding, and if over $50,000 shall be awarded by the governing body; and providing an effective date (File 7645 – awarded to LeadsOnline LLC, for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $100,172.77). INFORMATION/BACKGROUND LeadsOnline has been utilized by the Police Department since 2005. The provider maintains a confidential electronic database for Law Enforcement Agencies for the sole purpose of identifying stolen merchandise and persons suspected of buying and/or selling goods. Prior to utilizing LeadsOnline Real Time Crime, department personnel would manually enter descriptions of reported stolen property into the database, and LeadsOnline would check against descriptions in its database for similar items, mostly from area pawn shops. Upon finding similar items, property detectives would follow up to confirm the item was the same, recover the item, and file any charges if applicable. LeadsOnline Real Time Crime Center is given direct and automatic access to descriptions of stolen items listed in Denton PD offense reports. Secondly, the database of items expands its search against not only local pawn shop records but also includes eBay, OfferUp, Craigslist, etc. At this time, the department is unaware of any alternative solution.
