SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a contract with Felix Construction Company,
for the repair of LLWTP Filter #2 at the Lake Lewisville Water Treatment Plant for the Water Department;
providing for the expenditure of funds therefor; and providing an effective date (RFP 7587 – awarded to
Felix Construction Company, in the not-to-exceed amount of $150,000.00). The Public Utilities Board
recommends approval (6 - 0).
INFORMATION/BACKGROUND
The City of Denton recently advertised a Request For Proposals (RFP) for the Lake Lewisville Water
Treatment Plant (LLWTP) to repair the underdrain system of filter #2 at the LLWTP. The filter was placed
out of service due to turbidity issues and media loss. The filter was inspected by a representative of the
underdrain system who determined at least one of the filter laterals gaskets had failed which caused the loss
of the filter media. The LLWTP has 16 filters and during the higher demand periods, all filters need to be
operational.
Requests for Proposals was sent to 270 prospective suppliers, including 9 Denton firms, of this item. In
addition, specifications were placed on the Materials Management website for prospective suppliers to
download and advertised in the local newspaper. One (1) proposal was received, references were checked,
and the proposal was evaluated based upon published criteria including delivery, compliance with
specifications, probable performance, and price. Based upon this evaluation, Felix Construction Company
was ranked the highest and determined to be the best value for the City.

On April 26, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Felix Construction Company, for the repair of LLWTP Filter #2 at the Lake
Lewisville Water Treatment Plant for the Water Department, in a not-to-exceed amount of $150,000.
