Exhibit 1 - Agenda Information SheetCity of Denton ______________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: May 11, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a contract with Green Frog Systems, Inc., through the Buy Board Cooperative Purchasing Network Contract # 592-19, for the purchase of lighting equipment for the trails located within Quakertown Park and Carl Young Sr. Park for the Parks and Recreation Department; providing for the expenditure of funds therefor; and providing an effective date (File 7644 – awarded to Green Frog Systems, Inc., with a term ending October 1, 2022, in the not-to-exceed amount of $171,488.00). INFORMATION/BACKGROUND As part of the 2020 Community Development Block Grant program, the Parks and Recreation Department has received funding for trail lighting to be installed within Quakertown and Carl Young Sr. Parks. After conducting research and receiving feedback, our staff is proposing the installation of solar lighting to align with the City’s sustainability and renewable energy goals. Green Frog Systems, Inc. is being proposed as their company has been a worldwide leader in solar LED lighting for the past decade, has a focus on aesthetically pleasing designs that are manufactured to meet or exceed the International Dark-Sky (IDA) recommendations of fully shielding fixtures to minimize skyglow, glare, and light trespass on exterior lighting. The same lights were utilized as a part of the construction of the North Lakes Dog Park as a pilot effort to test the operations of the lighting systems. Pricing obtained through the Buy Board Cooperative Purchasing Network has been competitively bid and meets the statutory requirements of Texas Local Government Code 271.102. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On February 1, 2005, Council approved the interlocal agreement with the Buy Board Cooperative Purchasing Network (Ordinance 2005-034). On April 1, 2019, Parks and Recreation presented to the Parks, Recreation and Beautification Board to gather feedback and suggestions on playgrounds. On June 21, 2020, City Council approved the Quakertown Playground Project as part of the 2020 Action Plan for Housing and Community Development. A total of $139,000 in CDBG funds was awarded for the project. City Hall 215 E. SUSTAINABILITY MEASURES Solar lighting aligns with Sustainability goals to reduce energy consumption, reduce air pollutant emissions, and improve the park and open space opportunities within 10-minute walking distance of residents’ homes.
