Re: Proposed Change Order Request for Engineering Design and Bid-Support Services
Perimeter LFG Header, Perimeter Road, and Waterline Extension
City of Denton Landfill, Denton County, Texas
Dear Art:
As discussed and per your request, SCS Engineers (SCS) is providing this proposed change order
request to you for additional services provided during preparation of engineering design and bid
documents for the extension of the perimeter landfill gas (LFG) collection header, perimeter road, and
waterline. This change order request includes a detailed summary of the additional services provided
during the performance of the subject work as requested by the City that were not included in our
initial scope of services dated July 6, 2020. These additional services were performed on a time-and-
material basis consistent with our fee schedule included in our July 6, 2020 scope of services. As such,
we have provided a detailed summary and fee breakdown of these additional services below
corresponding each task included in our initial scope of services and approved PO#194020:
Task 1 – Conceptual Layout and Project Planning Meeting
Additional services performed in this task was primarily associated with SCS attending project
meetings, phone calls, and email correspondence between the City of Denton’s Development Services
(DS) and Solid Waste & Recycling Division (City) over a 2 month period. Specifically, this work included
the following:
Researching historical permit documents and FEMA database for 100-year floodplain limits
to address questions related to impact of proposed roadway to the floodplain, as requested
by DS,
Drainage and downstream assessment – Time was spent by SCS to address questions
pertaining to drainage and downstream assessment, as requested by DS. SCS researched the
facility wide drainage analysis, submitted by Parkhill Smith & Cooper (PSC) with pending
permit application 1590B, and compared the analysis with the City of Denton’s Stormwater
Design Manual referenced by the DS. In an effort to expedite the approval of the project by
DS, a draft written response to DS’ questions was prepared, as requested by the City; however,
this written response was never finalized or submitted once we were informed that DS was no
longer involved in the review process for this project.
Traffic Impact Assessment (TIA) – Time was spent by SCS to prepare a TIA in response to
questions by DS, as requested by the City. However, the TIA was never finalized or submitted

for review once we were informed that DS was no longer involved in the review process for
this project.
e-trakiT – SCS spent time in creating an account and gathering information in applying for Civil
Engineering Plans through DS’ e-trakiT system. SCS worked to expedite this item as requested
by the City prior to being informed that this was no longer required and that DS was no longer
involved in the review process for this project.
A breakdown of the additional hours spent on this task are as follows:
Description Unit Quantity Rate per Unit Cost
Satellite Office Manager Hour 2 $220.00 $ 400.00
Project Manager II Hour 12 $175.00 $2,100.00
Associate Staff
Professional Hour 3 $100.00 $ 300.00
TASK 1 SUBTOTAL: $2,840.00
Task 2 –Soil Analysis of Available Borrow Source(s)
Additional services provided in this task included laboratory tests for pH on five (5) soil samples that
were stabilized with the addition of 2%, 4%, and 6% lime, each, for a total of fifteen (15) tests. These
tests were performed to establish a benchmark for use during construction and enable the CQA
consultant to confirm that the recommended amount of lime has been added to the soil.
A breakdown of additional costs associated with this service are as follows:
Description Unit Quantity Rate per Unit Cost
pH of soils Each 15 $69.00 $1,035.00
TASK 2 SUBTOTAL: $1,035.00
Task 3 – Engineering Design and Preparation of Construction Plans
Additional services provided in this task was associated with performance of the following work as
requested by the City:
Operational ditch for stormwater control – SCS designed and sized a landfill operational ditch
between existing limit of waste in Cell 0 and the proposed landfill perimeter road. SCS
performed a hydrologic evaluation and hydraulic calculations to size the ditch to convey the
peak flow rate for a 10 year, 24-hour storm event and discharge to existing stormwater
management system via corrugated metal pipe pipes (CMP) at regular intervals. Multiple
grading iterations of the road and ditch were required to fit the ditch within the limited space
available between the limits of waste and proposed road. Design grades for this operational

ditch were provided on four (4) drawings. Additionally, two (2) details were required to be
included for each CMP proposed at discharge locations.
Leachate force main pipe – SCS added an extension to the leachate forcemain between
existing Cell 5 and future Cell 6 to the construction plans and technical specifications. This
task required a background review of survey information to locate tie-in of existing force main
pipe at Cell 5 and include necessary design information for the forcemain extension as well
as abandonment of an existing undersized line currently in use on multiple construction plans,
technical specifications, and engineer’s opinion of probable construction cost estimate
(EOCC).
24 inch landfill gas header – SCS included design information of a 24 inch landfill gas header
for tie-in to a future landfill gas energy facility within the construction plans, technical
specifications, and EOCC. This effort SCS to design this header stub-out to traverse an existing
drainage channel to accommodate future sump placement and tie-in, including pipe
protection below the drainage ditch.
Retrofitting leachate collection risers at Cell 5 for gas collection – SCS prepared an additional
construction detail to depict the collection of landfill gas from an existing 6-inch leachate
cleanout riser and 18-inch leachate sump riser at Cell 5. This information was included in
construction plans, technical specifications, and EOCC.
A breakdown of additional hours spent on this task are as follows:
Description Unit Quantity Rate per Unit Cost
Satellite Office Manager Hour 5 $220.00 $1,100.00
Project Manager II Hour 10 $175.00 $1,750.00

Division 0 specifications after an incorrect version of these documents was provided by the City to
SCS.
A breakdown of additional hours spent on this task are as follows:
Description Unit Quantity Rate per Unit Cost
Project Manager II Hour 2 $175.00 $350.00
Associate Staff
Professional Hour 4 $100.00 $400.00
