Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: May 18, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a Professional Services Agreement with Kimley- Horn and Associates, Inc., for the development of a residential lighting design for Denton Municipal Electric, as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7584 – Professional Services Agreement for design services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $74,000.00). The Public Utilities Board recommends approval (5 – 0). INFORMATION/BACKGROUND The proposed contract is for the development and codifying of standards and practices for Residential Street Lighting design. Currently, the City of Denton Code of Ordinances establishes the basic lighting and spacing requirements for street lights. Those basic requirements include street lights at every intersection and cul de sac and spaced every 300 feet in between. These requirements have been in place for over 20+ years. There are no known records of how they were developed nor what lighting levels were expected. The City desires to create a more comprehensive standard for lighting in residential neighborhoods and other residential areas that is consistent and easy to understand for developers, customers, and employees. These standards will be backed by engineered lighting designs and industry standards such as IES Recommended Practice 8, Roadway Lighting (ANSI/IES RP-8-18, effective 9-20-2018), and International Dark-sky Association Model Lighting Ordinance (Joint IDA – IES MLO, developed 6-15-2011). Included in the proposed contract, the Engineering Consulting Firm (Firm) will analyze and evaluate the current lighting levels in test neighborhoods of Denton to determine the current base level of lighting in residential areas. Test neighborhoods will include various residential neighborhoods such as urban cores, suburbs, subdivisions, and rural areas. The different types of roadways found in residential areas will also need to be identified and standardized. The Firm will provide Denton Municipal Electric (DME) with a study and research to develop new, proposed residential streetlighting standards for the City of Denton to be approved by the Council in the future. The Firm will also produce a manual for Residential Street Lighting Standards for DME, Development Services, City of Denton Engineering, and developers to use as a reference. The Firm will provide highly specialized lighting design standards for various residential projects which will include street lighting assessments and recommendations, lighting conceptualization, design, specifications, and construction documentation, engineering calculations, field visits, coordination meetings with the Project Manager, and other related services. This study is intended to build a modern and high-performing City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com streetlight system to align with the goal to enhance public safety by upgrading the street lighting infrastructure in residential neighborhoods. Request for Qualifications (RFQ) for professional surveying services was sent to 441 prospective firms, including 17 Denton firms, for these services. In addition, the RFQ was placed on the Materials Management website for prospective respondents to download, and advertised in the local newspaper. Three (3) statement of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria including past performance and experience, qualifications of key personnel, and schedule to complete tasks. Based upon this evaluation, the recommended award is to Kimley-Horn and Associates, Inc. and is determined to be the most qualified firm for the City. RECOMMENDATION Award a contract with Kimley-Horn and Associates, Inc., for the development of a residential lighting design for Denton Municipal Electric, in a not-to-exceed amount of $74,000.
