Exhibit 1 - Agenda Information Sheet City of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: May 18, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, for the approval of a pre-qualified professional services list of State Certified Engineers for project/program management, professional engineering services, and capital infrastructure-related projects within the City of Denton, for various capital investment projects; and providing an effective date (RFQ 7599 – for two (2) years, with the option for one (1) additional one (1) year extension, in the total three (3) year term). The Public Utilities Board recommends approval (5 - 0). INFORMATION/BACKGROUND To expedite capital project delivery and to reduce staff time and City resources, the Capital Projects Department advertised a request for qualifications (RFQ) relating to specialized professional services in several engineering, design, and project management-related disciplines. On January 5, 2021, an RFQ was advertised for professional services in six (6) categories including Project/Program Management; Design of Roadways, Sidewalks, Bike Lanes, Intersections and Bridges; Design of Traffic Signals and Street Lights, Design of Waste Water Infrastructure; Design of Water Infrastructure; and Design of Stormwater Infrastructure. Statements of Qualification (SOQs) were received from fifty-eight (58) engineering consultants before the submittal deadline of February 9, 2021. The RFQ process involved the review of the 58 SOQs and the scoring of each firm for the categories submitted. This process ensures that not only are all consultants reviewed fairly and based on criteria spelled out to each consultant in the original RFQ, but it also ensures that the City can use this RFQ process for consultant selection and contract negotiation regardless of the project funding source (i.e. Utilities Capital Investment Plan, grant funding, bond funding, etc.). The goal of the City of Denton’s pre-qualified project management and engineering design list would be to provide a list of approved engineering firms from which Capital Projects, Utilities, and other City departments can evaluate for specific projects. A ranking of the pre-qualified vendors in the project category will be performed for every project using the list. The City will then negotiate scope and price with the highest-ranked firm. If the City and the firm cannot agree on the overall amount, the City moves on to the next firm to gain the best possible contract for the City and the project. Any firm that was pre-qualified under this RFQ is eligible to receive contracts for professional services that would go through the normal negotiation and award process, including City Council and Public Utilities Board consideration (where applicable). Request for Qualifications (RFQ) for project/program management and professional engineering services was sent to 421 prospective firms, including 12 Denton firms, for these services. In addition, the RFQ was placed on the Materials Management website for prospective respondents to download and advertised in the local newspaper. Fifty-eight (58) statements of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria. All firms scoring 80 or higher in a given category were placed on the pre-qualified list for that respective category. The evaluation team is recommending approval of a varying number of firms per category. RECOMMENDATION Recommend approval of a pre-qualified professional services list of State Certified Engineers for project/program management, professional engineering services, capital infrastructure-related projects within the City of Denton for various capital investment projects. ESTIMATED SCHEDULE OF PROJECT This a two (2) year term, with the option for one (1) additional one (1) year extension, in the total three (3) year term. FISCAL INFORMATION No funds are requested or required to be spent as part of this approval. Individual contracts will be negotiated with each firm and purchasing orders will be issued as needed.
