Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: May 18, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive proposals under RFP 7629 for Residential and Small Commercial Energy and Water Audits; and providing an effective date (RFP 7629). The Public Utilities Board recommends approval (5 - 0). INFORMATION/BACKGROUND The City of Denton sought proposals for a vendor to provide residential and small commercial energy and water audits with in-person and a virtual option. Denton Municipal Electric (DME) has offered some type of audit program for more than 25 years. The program assists customers to understand high bills, offers a no-cost home evaluation, provides suggestions for cost-effective repairs, and links them back to the DME Energy Efficiency Rebate Program. The annual audit budget has been $40,000 for the last 5 years providing on average 106 audits. The sole respondent provided a proposal that far exceeded the annual budget, which would result in at least an 80% decrease in the number of audits performed annually. Staff will re-review the specifications initially solicited and resolicit. In accordance with the Local Government Code 252.043, the City Council may reject any and all bids. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On May 10, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Staff recommends rejection of all proposals for Residential and Small Commercial Energy and Water Audits.
