SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a contract with Jagoe-Public Company for the
construction of the 2020 Street Bundle – Sector II Project with geographical limits as follows: North Texas
Boulevard from West Oak Street to Eagle Drive, Stella Street from South Bonnie Brae Street to North Texas
Boulevard, Chestnut Street from Welch Street to Bernard Street, and Welch Street from Fannin Street to
Collins Street; providing for the expenditure of funds therefor; and providing an effective date (CSP 7582
– awarded to Jagoe-Public Company, in the not-to-exceed amount of $5,044,681.00). The Public Utilities
Board recommends approval (4 - 0).
INFORMATION/BACKGROUND
The 2020 Street Bundle – Sector II Project consists of the reconstruction of North Texas Boulevard from
West Oak Street to Eagle Drive, Stella Street from South Bonnie Brae Street to North Texas Boulevard,
Chestnut Street from Welch Street to Bernard Street, and Welch Street from Fannin Street to Collins Street.
This reconstruction includes a new curb and gutter, asphalt roadways, as well as upgraded water and
wastewater facilities.
This project is a portion of the 2020 Street Bundle – Sector II Project that was originally intended to be an
outsource design. The project was moved to in-house design and broken into three sectors to save on project
cost and to improve efficiency during construction. This is the first sector to be advertised for solicitation
on this project. The other two sectors are currently under design and will proceed to Bid/Award in quarter
3 of 2021.
The project total cost of $5,044,681.00 for bid package 7582 of the 2020 Street Bundle – Sector II Project
construction consists of $4,804,458.00 total base bid; and a $240,223.00 contingency. A five (5) percent
contingency allowance, if any, is for the sole use of the City and will be subject to written authorization by
the City’s Project Manager and Program Manager.
These street segments are a part of the 2012 and 2014 bond programs. The intent of getting these segments
out to bid is to continue to complete street segments as promised in those bond programs on time and within
budget. A commitment was made at the February 4, 2021, Bond Committee Meeting to complete the
remaining segments by December 2022.

Request for Proposals was sent to 456 prospective suppliers, including 35 Denton firms. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. Five (5) proposals were received, but only four (4) met specifications.
References were checked, and proposals were evaluated based upon published criteria including personnel,
quality, reputation, and ability to complete projects, schedule, safety, and price. Best and Final Offers
(BAFO) were requested from the top firm. Based upon this evaluation, Jagoe-Public Company was ranked
the highest and determined to be the best value for the City.

On May 24, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Jagoe-Public Company, for the construction of the 2020 Street Bundle – Sector II
Project with geographical limits as follows: North Texas Boulevard from West Oak Street to Eagle Drive,
Stella Street from South Bonnie Brae Street to North Texas Boulevard, Chestnut Street from Welch Street
to Bernard Street, and Welch Street from Fannin Street to Collins Street, in a not-to-exceed amount of
$5,044,681.00.
