SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a contract with Green Planet, Inc., to provide
Household Hazardous Waste Disposal Services for the Solid Waste & Recycling Department; providing
for the expenditure of funds therefor; and providing an effective date (RFP 7654 – awarded to Green Planet,
Inc., for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five (5)
year not-to-exceed amount of $200,000.00). The Public Utilities Board recommends approval (4 - 0).
INFORMATION/BACKGROUND
In 2006, the Solid Waste & Recycling Department implemented the Home Chemical Collections (HCC)
program. The purpose of the program is to provide the residents of the City of Denton with a safe and
convenient method to dispose of common household hazardous wastes. Materials collected by the program
include household cleaners, pesticides, paint, motor oil, batteries, etc.
Improper disposal of these materials can negatively affect the environment and human health by
contaminating groundwater, the watershed, area lakes, and ultimately potable water for Denton and many
of our surrounding communities. This Solid Waste program allows for the diversion of these chemicals and
to keep them out of the landfill. Therefore, saving valuable airspace and the potential for eliminated
chemicals to leach down into the protective liner system and causing damage.
Last year, the program collected and properly disposed of more than 217,580 pounds of household
hazardous waste. The program is currently offered as a curbside collection service for the City of Denton
residents only. Following curbside collection, Solid Waste staff sort and process the waste and arrange for
disposal through a third-party vendor. Since 2006, the City has utilized companies like Heritage
Environmental, Stericycle, and Green Planet for disposal services.
Through a competitive Request for Proposal (RFP) and evaluation process, the Solid Waste and Recycling
Department has identified Green Planet as the best choice for household hazardous waste disposal. Green
Planet Inc. was established in 1997 and is based out of Royse City, TX. They currently provide household
hazardous waste disposal services to the City of Denton, they are registered with the Texas Commission of
Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA). Based on a historical
spend and future projections the recommended not to exceed (NTE) for this contract is $200,000 for a total
potential five (5) year contract.

Request for Proposals was sent to 438 prospective suppliers, including 20 Denton firms. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. Six (6) proposals were received, references were checked, and proposals
were evaluated based upon published criteria including price, delivery, compliance with specifications, and
probable performance. Best and Final Offers (BAFO) were requested from the top firm. Based upon this
evaluation, Green Planet, Inc. was ranked the highest and determined to be the best value for the City.

On May 24, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Green Planet Inc., to provide Household Hazardous Waste Disposal Services for the
Solid Waste & Recycling Department, in a one (1) year, with the option for four (4) additional one (1) year
extensions, in the total five (5) year not-to-exceed amount of $200,000.00.
