SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a contract with Interspec, LLC, for Irrigation
Controllers for the Parks and Recreation Department; providing for the expenditure of funds therefor; and
providing an effective date (IFB 7643 – awarded to Interspec, LLC, for one (1) year, with the option for
four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $500,000.00).
INFORMATION/BACKGROUND
The Parks and Recreation Department currently maintains approximately 1,300 irrigation zones that are
monitored and executed by 73 centrally operated irrigation controllers. The average life expectancy of each
controller is 10 years before replacement is necessary. During the fiscal year 2018-19, the Parks and
Recreation Department replaced 30 of these controllers, which totaled $184,000 using Capital Maintenance
funding. This measure allowed the Parks and Recreation Department to update critical units. It is the
recommendation of the Parks and Recreation Department to accept the bid presented by Interspec, LLC.
By accepting the bid, the Parks and Recreation Department will be able to replace an average of seven (7)
irrigation controllers per year along with all the necessary repair parts needed to maintain the control of
irrigation systems throughout the City of Denton. This will further reduce maintenance hours spent on
controllers that are in need of replacement and will eliminate the cumbersome process of site-specific bids
like those done during the fiscal year 2018-19.

Invitation for Bids was sent to 100 prospective suppliers of this item. In addition, specifications were placed
on the Materials Management website for prospective suppliers to download and advertised in the local
newspaper. One (1) bid meeting specifications were received. The lowest bid was received by Interspec,
LLC.
