SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a Professional Services Agreement with Kimley-
Horn and Associates, Inc., for the development of the City’s Wastewater Master Plan; providing for the
expenditure of funds therefor; and providing an effective date (RFP 7574-003 – Professional Services
Agreement for development services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed
amount of $2,025,100.00). The Public Utilities Board recommends approval (5 - 0).
INFORMATION/BACKGROUND
The City’s wastewater collection system is divided into four major drainage basins. The backbone of the
wastewater infrastructure in these basins primarily comprises of a combination of interceptors (large pipes)
and lift stations. The wastewater collected throughout the City is conveyed and treated at the wastewater
reclamation facility which is located just north of the Landfill along Mayhill Road. Currently, the City does
not have a comprehensive Wastewater Master Plan that encompasses the entire City and its extraterritorial
jurisdiction. Given the fast-paced growth in North Texas and particularly in and around the City of Denton,
a blueprint of wastewater infrastructure that would accommodate the proposed development must be
prepared. The purpose of a comprehensive Wastewater Master Plan is to manage the wastewater collection,
conveyance, and treatment infrastructure assets and plan for improvements needed to accommodate growth.
The plan provides information that allows the Water/Wastewater Department to achieve its strategic goal
to maintain, operate, and expand our infrastructure to meet community needs relative to the wastewater
infrastructure.
The Wastewater Master Plan and the underlying wastewater model serves as the basis for the planning,
design, construction, and financing of the wastewater infrastructure for the City of Denton and its
extraterritorial jurisdiction. The scope of the contract under consideration includes;
• Surveying, identification, and mapping of existing wastewater infrastructure;
• Modeling, validation, and calibration of existing wastewater infrastructure;
• Projections of ultimate wastewater flows for the City at build-out based on the City’s Land Use
Plan; and
• Identification, mapping, cost estimates, and timing of improvements necessary to accommodate
ultimate water demands and wastewater flows compliant with Texas Commission on Environmental
Quality regulations.

Wastewater Utilities staff evaluated the qualifications and ability of Kimley-Horn and Associates, Inc. to
complete this Wastewater Master Plan project. Based upon the firm’s experience and staff assigned to the
project staff have determined that the professional services firm is highly qualified to perform this work. A
formalized scope of work was developed based upon discussion with Wastewater staff and the firm
submitted a scope and fee proposal.
Request for Qualifications for professional engineering services for Water and Wastewater was solicited
using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms
on March 23, 201 (Ordinance 21-546).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional engineering firms
for Water and Wastewater (Ordinance 21-546).
On June 14, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Kimley-Horn and Associates, Inc., for the development of the City’s Wastewater
Master Plan, in a not-to-exceed amount of $2,025,100.

ESTIMATED SCHEDULE OF PROJECT
The project duration is expected to be approximately 18 months inclusive of surveying and data collection,
modeling, development of future projections, and preparation of the master plan.

These services will be funded from Wastwater Project Funds.
