SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute an Interlocal Cooperative Purchasing Agreement
with North Central Texas Council of Governments (NCTCOG) under the Government Code, Chapter
791.001, to authorize the City of Denton to adopt a contract with NCTCOG for Nearmap’s Aerial
Subscription Service; authorizing the expenditure of funds therefor; and declaring an effective date (File
7662 – award an Interlocal Cooperative Purchasing Agreement with North Central Texas Council of
Governments (NCTCOG), in the (5) year not-to-exceed amount of $49,000.00).
INFORMATION/BACKGROUND
The North Central Texas Council of Governments (NCTCOG) is partnering with Nearmap to provide
recurring aerial photographs and oblique imagery as a service to public agencies in North Texas through
the NCTCOG Spatial Data Cooperative Program. This popular imagery service provides 2-3 flights a year
with a turn-around time of approximately 30 days after acquisition. Our current practice is to purchase
aerials from NCTCOG every two years.
Nearmap is an innovative cloud service that provides commercial businesses and city governments instant
access to current, high-resolution aerial imagery of urban areas. The aerials provide larger, sharper captures
using airplane-mounted camera systems to cover wide land areas in a short amount of time while capturing
imagery at extremely high resolution. Using its own patented processing software, Nearmap captures wide-
scale urban areas multiple times each year. This fresh content, together with a range of analytics tools, is
instantly available in the cloud via web app or application programming interface (AP) integration.
The aerials provide crystal clear photo maps that are more detailed than free satellite imagery and provide
a true ground view of worksites. Users can inspect locations remotely, identify and target new business,
create estimates and quotes with accuracy, and monitor change over time. Every day, Nearmap helps
thousands of users conduct virtual site visits for deep, data-driven insights enabling informed decisions,
streamlined operations, and robust bottom lines. The service provides access to a web-based application for
searching and navigating Nearmap’s library of current and historical aerial photos.
The aerial service includes powerful, intuitive tools for measuring, designing, and analyzing locations. The
Nearmap product is intended to supplement our existing aerial services while we continue to purchase
aerials from NCTCOG every two years.
