Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: July 20, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a contract with Standard Utility Construction, Inc., for the maintenance and repairs of TxDOT Street Lights along the I-35 corridor and TxDOT Highways within the City of Denton and Denton Municipal Electric’s service area; providing for the expenditure of funds therefor; and providing an effective date (RFP 7679 – awarded to Standard Utility Construction, Inc., for three years (3), with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $750,000.00). The Public Utilities Board recommends approval (5 - 0). INFORMATION/BACKGROUND The City of Denton is responsible for maintaining the existing continuous lighting along all Texas Department of Transportation (TxDOT) overpasses, bridges, and thoroughfares within the City limits of Denton. Currently, the total number of lights to be maintained is 273 luminaires. TxDOT has newly constructed and installed new luminaires and circuits from I-35 & Hwy 380 down to I-35 and Post Oak. Continuous lighting was installed versus safety lighting which increased the number of luminaires on I-35. Due to the high volume of traffic and the number of luminaires on I-35, Denton Municipal Electric (DME) does not have the manpower or equipment to work on I-35 safely. DME crews working on or along the I- 35 corridor are required by TxDOT to use and provide adequate traffic control, in accordance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD) that shall assist motorists around the work zone and to provide added safety for maintenance crews. DME shall be responsible for the administration of the contract and maintaining the inventory of materials needed to successfully execute the tasks covered in this contract. This includes poles, underground cables, overhead conductors, lamp fixtures, photocells, lighting contactors, connection cabinets, luminaires (TxDOT Specification), breakaway bases, or any other materials needed for street lights. Requests for Proposals was sent to 285 prospective suppliers of this item, including nine (9) Denton firms. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. One (1) proposal was received, references were checked, and the proposal was evaluated based upon published criteria including safety, compliance with specifications, probable performance, and price. Based upon this evaluation, Standard Utility Construction, Inc. was ranked the highest and determined to be the best value for the City. RECOMMENDATION Award a contract with Standard Utility Construction, Inc., for the maintenance and repairs of TxDOT Street Lights along the I-35 corridor and TxDOT Highways within the City of Denton and Denton Municipal Electric’s service area, in a three (3) year, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $750,000. Fort Worth, TX SUSTAINABILITY MEASURES The City is contractually obligated with the State of Texas to maintain, repair, and replace the existing lights along the Interstate 35 corridor that are within the Denton city limits. The lights are installed and maintained according to TXDOT standards. The lights are the standard TXDOT High-Pressure-Sodium lights. As DME replaces or maintains these lights, they are converted to LED and are upplight 0 – which is Dark Sky compliant. The upgrade of TXDOT lights is consistent with council-approved DME’s LED retrofit project. FISCAL INFORMATION The services covered in this contract will be funded from Electric Operating Funds. Requisitions will be entered on an as-needed basis. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
