Exhibit 1 - Agenda Information Sheet - Change Order 1City of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: July 20, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the approval of Change Order No. 1 to the contract between the City of Denton and Hammett Excavation, Inc., for the excavation and construction of Cell 4 at the City of Denton Landfill; providing for the expenditure of funds therefor; and providing an effective date (IFB 7540 – Change Order No. 1 in the not-to-exceed amount of $72,606.50, for a total contract award aggregated to $3,320,581.34). The Public Utilities Board recommends approval (5 - 0). INFORMATION/BACKGROUND On February 23, 2021, the City entered into a contract with Hammett Excavation for the excavation and construction of Landfill Disposal Cell 4. During excavation, excessive moisture from the unseasonably high rainfall experienced during the recent months was discovered, which has impacted the foundation soils. Wet soils do not have sufficient strength to support the construction of the liner system. Groundwater has been encountered much farther south than in past construction projects and beyond the limits of the existing and proposed groundwater underdrain. The purpose of the change order is to extend the underdrain system an additional 225 feet south of the original underdrain limits for construction of the Landfill Cell 4 liner. Dewatering is required by Texas Commission on Environmental Quality rules and the Landfill Permit to prevent hydrostatic uplift of the landfill liner and to provide excavation stability during construction. When waste is placed in the cell upon completion, its weight is used in ballast calculations to determine when hydrostatic uplift is no longer a concern. Sufficient waste ballast counteracts the hydrostatic uplift force, at which time the underdrain no longer requires maintenance. Sufficient ballast is expected to be placed within six to nine months of opening the cell for waste disposal. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On February 23, 2021, City Council approved a contract with Hammett Excavation, Inc., in the not-to- exceed amount of $3,247,974.84 (Ordinance 21-233). On July 12, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. City Hall 215 E.
