SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a contract with USIC Locating Services, LLC,
for locating and marking all existing and future installed utility lines for Denton Municipal Electric, and the
Fiber, Water, and Wastewater Departments; providing for the expenditure of funds therefor; and providing
an effective date (RFP 7672 – awarded to USIC Locating Services, LLC, for three (3) years, with the option
for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of
$4,500,000.00). The Public Utilities Board recommends approval (5 - 0).
INFORMATION/BACKGROUND
The City has utilized a hybrid approach by the department to perform line locates. Beginning in 2009,
Denton Municipal Electric (DME) contracted the services to a third party, but departments including Water
and Wastewater utilize existing staff to perform locates during regular hours and after-hours as needed. The
proposed contract will include the locate services currently being performed in-house. The proposed process
will improve system reliability across all departments.
The services covered in the contract will be funded from the using department’s operating budget.

Request for Proposals was sent to 258 prospective suppliers, including 20 Denton firms. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. Five (5) proposals were received, references were checked, and proposals
were evaluated based upon published criteria including safety, compliance with specifications, probable
performance, and price. Based upon this evaluation, USIC Locating Services, LLC was ranked the highest
and determined to be the best value for the City.

On July 12, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with USIC Locating Services, LLC for locating and marking all existing and future
installed utility lines for Denton Municipal Electric, and the Fiber, Water, and Wastewater Departments, in
a three-year (3) with the option for two (2) additional one (1) year extensions, in the total five (5) year not-
to-exceed amount of $4,500,000.

SUSTAINABILITY MEASURES
Damage from unmarked or improper marked lines can result in serious injury, loss of service to customers,
costly repairs, and loss of revenue until repairs are made for all utilities affected by an excavation strike on
an unmarked utility line.
FISCAL INFORMATION
These services will be funded from each City of Denton departmental operating budget listed below.
Requisitions will be entered on an as-needed basis.
