The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission
shall have accurately described your understanding of the objectives and scope of the requested
products and services and provided an outline of your process to implement the requirements of the
Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum,
the following:
A. PURPOSE
The City of Denton (CoD) is providing information that will allow prospective suppliers to prepare
proposals to supply Distribution Gang-Operated Air-Break (GOAB) Switches. The products will
be received and distributed through a centralized distribution center located at 901B Texas Street,
Denton, TX 76209. Orders will be placed as needed over the contract term.
B. PROPOSALS
Proposals shall be provided using Exhibit 1, with supporting documentation as required.
Additional information clarifying the supplier’s product may be attached to the proposal. Pricing
shall include all costs to deliver Distribution GOAB Switches as specified in this specification.
Any special fees or commissions, and all freight for delivery to the CoD Warehouse and unloading
costs must be included in the quoted unit price. Item pricing shall be mutually exclusive, thus the
CoD reserves the right to choose the best valued item from different vendors.
C. DEVIATIONS TO SPECIFICATION
Offeror’s quoting to this specification will indicate any areas where deviations are required by
their design and will provide sufficient information to permit full evaluation of their product prior
to submission deadlines. This data will reference the appropriate section number and be sent in
letter format with their proposal. Any alternate proposal should be approved by the CoD prior to
the opening date. Alternates may not be considered less than 10 days prior to opening date.
Approved alternates will then be sent back out in an Addendum, for all vendors to know that the
alternate is acceptable. Unless specifically noted by offeror as indicated above, all quotations shall
meet and include all items as detailed in this specification.
D. QUALITY CONTROL
The manufacturer shall be responsible for the quality control of the manufacturing processes to
assure that all requirements of these specifications are met. However, the purchaser reserves the
right to observe, to inspect and to require additional quality control investigations, either by its
personnel or an independently employed quality control investigator, at any or all stages of
fabrication at the manufacturer’s facilities. Failure to adequately maintain fabrication and quality
of fabrication until completion shall be grounds for cancellation of the order or any part thereof.
Field failure or field repairs required due to quality control failures or manufacturing procedures
shall be the responsibility of the manufacturer.

E. WRITTEN WARRANTY and GUARANTEES
Written guarantees shall include any limitations as to the nature of failure or time limitations. The
guarantee shall begin upon receipt of the accepted units, not on the date of manufacture.
Guarantees shall indicate whether or not it is made on a full replacement basis or a prorated basis
and if prorated then what are the terms. Manufacturer/supplier guarantees that the Distribution
GOAB Switches furnished under this specification are of high quality and agrees to replace any
Distribution GOAB Switches found to be defective during inspection, installation, or service for a
minimum period of 12 months after unit is delivered to CoD. All replacements by the
manufacturer/supplier shall be free of charge F.O.B. at the same delivery point called for in the
original order. Replacements must be handled in a professional and timely manner and in no case
shall a replacement unit take longer than 60 days to arrive in Denton after first being submitted for
replacement.
Offeror guarantees that all products quoted and furnished under this agreement will be accepted at
any normally used United States approved repair and warranty shop should one be available for
the manufacturer’s product quoted. The CoD will not accept a manufacturer’s product that was
rejected or substandard and then sold to a broker for either resale or scrap that would not be fully
warranted by the original manufacturer.
The offeror must be an approved distributor by the manufacturer of these products, and is
authorized to sell the products to the CoD. The offeror also guarantees that the CoD will be
represented by the Manufacturer, should an issue arise, and that all manufacturer’s warranties will
be in effect for the life of the contract.
F. SPECIAL DELIVERY REQUIREMENTS
Delivery of goods shall be made within eight (8) weeks of receipt of order.
G. ACCEPTABLE MANUFACTURERS
Denton Municipal Electric (DME) will only accept proposals from specific manufacturers
listed in the approved manufacturers list below. See Appendix A for specific catalog numbers.

2. S&C Electric Company
Only bids from the two above switch manufacturers will be accepted for sections A,B, and C on
this bid since specific catalog numbers of both switch manufacturers are listed as individual line
items. DME has used both of these specific switch manufacturers in the past with successful
results. Distribution GOAB Switches are typically used to transfer and switch high ampacity
distribution circuit feeders during routine times, frequent operational switching occasions and
during electrical outage conditions. Since the Distribution GOAB Switches and interrupters are of
utmost importance for customer reliability and crew safety, DME will only accept bids from the
specific manufacturers for the catalog numbers listed on the bid proposal sheet.
The City has implemented a pre-approval process for substitution commodities and services. The
commodity approval form can be obtained via email (Dustin.Rolfe@CityofDenton.com).

Supporting documentation or samples must be submitted for review by Purchasing, Engineering,
field crews, QAG (Quality Assurance Group), and the manager of DME. Testing may be required
and may take substantial time to review. Vendors are encouraged to submit forms and samples
for consideration on the next solicitation for similar items.
H. TECHNICAL SPECIFICATIONS FOR DISTRIBUTION GOAB SWITCHES:
The Distribution GOAB switches shall meet or exceed the latest applicable IEEE, ANSI, and IEC
standards. Specifically ANSI/IEEE standard C37.30 and IEC standard 62271.
The switches shall include both horizontal/upright mounting and vertical mounting configurations
and include the following features:
DESIGN PARAMETERS:
The minimum design ratings shall be as listed below:

OPERATING SHAFT:
Each switch shall include a minimum of four pipe sections along with the necessary couplings,
guides, and other components to operate, lock, and ground the handle assembly. The handle/lock
assembly shall have provisions for padlocking in both the open and closed positions.
Should additional lengths of operating shaft, couplings, guides, or other components be needed for
special applications, they will be quoted independently as a separate adder at the time of order.
OTHER DETAILS:
Brackets shall be included on both sides of the switch for mounting lightning arresters.
The switch shall have single point lift bracket for ease of installation and removal.

SECTION D
The City of Denton is providing information that will allow prospective suppliers to prepare
submissions to supply completely assembled and tested, phase over phase, 138kV, pole mounted,
gang operated air break (GOAB) switches with interrupters and motor operators or hand crank
operator, where applicable, in accordance with the technical requirement contained herein. Drawings
showing the expected arrangement of the pole mounted switches is shown on page 5 and 6 of this
technical specification. Field service for installation support and a five-year warranty are required.
The switches are to be priced FOB to the Spencer Utility Site, 1701C Spencer Road, in Denton, Texas
or to other substation sites in or near Denton as directed at the time of shipment.
I. SUBMISSIONS
Submissions should be submitted in IONWAVE, with supporting documentation as required.
Additional information clarifying the supplier’s product may be attached to their submission. Pricing
shall include all costs to deliver goods as specified in this specification. Any special fees or
commissions, and all freight for delivery to the City of Denton must be included in the quoted price.

L. SPECIAL DELIVERY REQUIREMENTS
1. Shipment by open flatbed truck: Switches purchased under this agreement shall be shipped
FOB Destination by open flatbed truck fully assembled and ready for installation. The owner
will provide unloading and installation.
2. Delivery location: Switches shall be delivered to the Spencer Utility Site, 1701C Spencer
Road, Denton, Texas, 76205 or to other DME substations.
3. Notice of factory shipments: The supplier shall provide notice when the products are
shipped. The owner only has a forklift to unload the products. Contact Sam Bridges at (940)
390-6279 for notices of shipment. Secondary contact is Misty Willis at 940-597-7912.
Delivery of the products will be accepted only between the hours of 8:00 am and 3:00
pm Monday through Friday, excluding holidays.
4. Damaged or defective material or equipment: Freight that is obviously damaged on arrival
will be refused. Any necessary action regarding replacement of materials or equipment
delivered in unacceptable condition shall be the responsibility of the supplier. This includes
concealed freight damage as well as items originally defective from the manufacturer. The
supplier shall be fully responsible for detecting shipping damage as a part of field services
and assembly and for initiating all action necessary for replacement or repair of such damage
in a timely manner.

RTU and communication devices will not be located within the motor operator enclosure.
RTU and communication devices will be provided and installed by the Owner.
The manufacturer shall include a price for onsite field installation assistance for final switch
adjustment.
The manufacturer shall provide a five-year warranty on all parts along with the on-site
installation assistance for each switch.
The Owner will provide the steel pole and installation of the pole.
