SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or their designee, to execute a contract with Sigma Surveillance, Inc. dba
STS360, through the Department of Information Resources (DIR) Cooperative Purchasing Network,
Contract No. DIR-TSO-4247, for the acquisition of Axis camera security products and related services for
the Technology Services Department; providing for the expenditure of funds therefor; and providing an
effective date (File 7746 – awarded to Sigma Surveillance, Inc. dba STS360, in the five (5) year not-to-
exceed amount of $950,000.00).
INFORMATION/BACKGROUND
In 2006, the City of Denton began utilizing a video surveillance camera system to support departments in
monitoring work areas, reviewing archived camera footage, and pulling video as needed. This video
surveillance camera system assists in deterring crime, gathering evidence, providing solid support for
claims, and monitoring activities. Currently, the City’s video surveillance camera system supports
approximately 750 cameras for the Police Department, Fire Department, Municipal Court Room and Clerks,
Airport, Customer Service, Technology Services, Facilities Management, Fleet Services, Solid Waste,
Libraries, Parks and Recreation Centers, Downtown County Courthouse, and City Hall. Axis cameras
provide one of the premier camera solutions in the industry and are known for their reliability and longevity.
Based on our environment, these cameras last a minimum of approximately ten (10) years. Technology
Services’ Fiber Communications Team prefers Axis cameras over other vendors’ cameras and desires to
keep the citywide system consistent for the efficiency gains achieved during procurement, installation, and
maintenance. Technology Services determined that the installation and maintenance of Axis cameras are
within the Communications Group’s capabilities, saving hundreds of thousands of dollars on installation
costs in the last few years when compared to contracting out these services to the camera vendor. Without
a consistent camera model available to the Communications Group for purchase, this cost savings would
not be possible.
In the table below, Technology Services has collected camera requirements for upcoming city construction
projects and estimated the number of repairs that will be needed over the next five (5) years. In addition,
new cameras are added to the video surveillance camera system regularly at the request of city departments,
so a projection of future needs has been generated based on historic levels. Tech Services also continually
replaces old cameras, upgrades licenses, and repairs damaged cameras, so estimates are included below for
these activities as well. It is essential for the City of Denton to keep current maintenance with the video
surveillance camera system vendor in order to ensure the availability of upgrades, software fixes, and access

to knowledge and support resources. Without this contract, the entire system of 750 cameras would
potentially be at risk.

*Note that 2022 camera purchase is driven by the Police Department facility renovation, and new facilities
being constructed. Other years are symbolic of typical growth in the system. The typical camera cost was
averaged at $800.
The DIR Cooperative Purchasing Network establishes competitively bid contracts that can be utilized by
the State and other government agencies through a cooperative agreement. Cooperative agreements save
taxpayer dollars by leveraging the State’s volume-buying power to drive down costs on hundreds of
contracts through a streamlined cooperative purchasing program.
Pricing obtained through the Department of Information Resources (DIR) Cooperative Purchasing Network
has been competitively bid and meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, Council approved the interlocal agreement with the Department of Information
Resources Purchasing Network (Ordinance 20-196).
RECOMMENDATION
Award a contract with Sigma Surveillance, Inc. dba STS360, for the acquisition of Axis camera security
products and related services for the Technology Services Department, in a five (5) year not-to-exceed
amount of $950,000.

FISCAL INFORMATION
These items/services will be funded from Technology Services Operating Funds. The City will only pay
for services rendered and is not obligated to pay the full contract amount unless needed.
