SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract through the Department of Information Resources (DIR)
Cooperative Purchasing Network Contract Number DIR-TSO-4092 with SHI-Government Solutions, Inc.,
for the acquisition of Microsoft software products and related services, and DIR-TSO-3984 Software
Products and related services; providing for the expenditure of funds therefor; and providing an effective
date (File 7047 –awarded to SHI-Government Solutions, Inc., in the three (3) year not-to-exceed amount of
$600,000).
INFORMATION /BACKGROUND
The City of Denton has standardized the use of Microsoft Windows, Microsoft Office, and other Microsoft
software tools. With ever-changing technology, the use of the Microsoft software enterprise agreement is
recommended as the most effective and economical means of managing licenses, maintenance and new
purchases of Microsoft products.
SHI-Government Solutions, Inc. provides Microsoft line of products and software including subscription
and software as a service, software maintenance, support and implementation services to be used on or
accessed by City workstations, mobile devices, and servers. This allows the City to acquire vendor
implementation services, proving efficiencies in implementing new software solutions. These services
include but may not be limited to the configuration of the software, development of interfaces, professional
services related to the deployment of the software solution and end-user training.
Examples of software and service purchased via this agreement:
Specialized products such as NetMotion which is used in mobile field computers and tablets to improve
wireless connectivity for Police, Fire and Denton Municipal Electric.
Cloud data storage software subscriptions.
Specialized software products such as AutoCAD which are used in engineering operations to
perform electronic designs for facility projects.
SHI is the largest Minority- and Woman-Owned Business Enterprise (MWBE) in the United States. They
are the only North American LAR to win the Microsoft Operational Excellence Award for 12 consecutive
years. They are also on the Texas Department of Information Resources (DIR) cooperative contract. The
DIR cooperative establishes competitively bid contracts that can be utilized by the State and other

government agencies through a cooperative agreement. Cooperative agreements save taxpayer dollars by
leveraging the State’s volume-buying power to drive down costs on hundreds of contracts through a
streamlined cooperative purchasing program.
Pricing obtained through the Department of Information Resources (DIR) Cooperative Purchasing Network
has been competitively bid and meets the statutory requirements of Texas Local Government Code 271.102.
RECOMMENDATION
Award a contract with SHI-Government Solutions, Inc., for the acquisition of Microsoft software products
and related services, in a three (3) year not-to-exceed amount of $600,000.
