SUBJECT
Consider adoption of an ordinance of the City Of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute an agreement with Global Waterjet, LLC, for the art design and
production services of the public art sculpture installation to be located at Fire Station 3, 1401 Underwood
Street; providing for the expenditure of funds therefor; and providing an effective date (File 7706 – awarded
to Global Waterjet, LLC, in the not-to-exceed amount of $55,452.36).
INFORMATION/BACKGROUND
The Fire Station No. 3 project originally consisted of an art-related fence surrounding the patio of the new
Fire Station No. 3. Parks staff has worked with the Fire Department to get final dimensions and ideas for
the project to present to the subcommittee. The Fire Station No. 3 subcommittee is Monet Franklin, Michelle
Lynn, and Ed Steele. The project budget is $62,299, funded through bond funds.
A Public Art Committee (PAC) subcommittee meeting was held on June 25, 2020. At the meeting, the
subcommittee asked for further discussion with the Fire Department regarding the need for the fence to be
the public art project or if they could pursue another option. After discussion, the Fire Department is moving
forward with different fencing and a sculpture will be placed in the landscaping of the new station.
A call for artists resulted in eight proposals, which were received and evaluated by the PAC subcommittee,
Fire Department representatives including the Fire and Battalion Cheifs, and a Parks and Recreation
Department representative.
A Call for Artist (CFA) was sent to 30 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Eight (8) proposals were received, references were checked, and proposals were evaluated
based upon published criteria including merit and technical experience, ability to innovate, ability to execute
within budget, and expressed interest. Based upon this evaluation, Global Waterjet, LLC was ranked the
highest and determined to be the best value for the City.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On July 1, 2021, the Public Art Committee (PAC) approved the public art sculpture installation to be located
at Fire Station 3 (7-0).

RECOMMENDATION
Award a contract with Global Waterjet, LLC, for the art design and production services for the public art
sculpture installation to be located at Fire Station 3, 1401 Underwood Street, in a not-to-exceed amount of
$55,452.36.
ESTIMATED SCHEDULE OF PROJECT
Eighteen weeks after notice to proceed to the artist.
OPERATIONAL IMPACT
The proposed art installation requires yearly cleaning taking an estimated two hours of staff time. The
estimated cost is less than $100.00 per year in labor costs. Additional energy costs may be incurred if
external lighting is installed for the sculpture.
FISCAL INFORMATION
These services will be funded from General Obligation Bonds.
