SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Petrosys Solutions, Inc. dba PSI Technology,
through the Department of Information Resources (DIR) Cooperative Purchasing Network Contract No.
DIR-TSO-3983, for the Everbridge Mass Notification Pro System which notifies residents of emergency
situations for the Fire Department; providing for the expenditure of funds therefor; and providing an
effective date (File 7774 – awarded to Petrosys Solutions, Inc. dba PSI Technology, in the not-to-exceed
amount of $275,879.00).
INFORMATION/BACKGROUND
Everbridge Mass Notification System will replace the City’s current CodeRed notification system, which
expires in October of 2021. The new system utilizes a web-based program to notify residents rapidly in a
variety of platforms including telephone calls, text messages, short message service (SMS),
telecommunication devices for the deaf (TDD), emails, and social media at a high rate of speed during
emergency situations such as severe weather, hazardous material spills, missing children, etc. The system
can also be used to notify City groups such as Emergency Operations Center activations, Leadership Team
notifications, Paging of Off-Duty Personnel to respond to work in an emergency, etc. The Everbridge Mass
Notification System also provides the City of Denton residents the ability to sign up for alerts which will
automatically notify them with a prerecorded weather warning notification when warnings are issued by
the National Weather Service for tornadoes, flash flooding, severe thunderstorms, winter storms, etc. For
emergency communications, the Everbridge System has more contacts than the current CodeRed system.
A public media campaign will be facilitated through social media and other avenues to notify individuals
of the change and to give residents the ability to opt into voluntary notifications offered, such as severe
weather warnings.
Pricing obtained through the Department of Information Resources (DIR) Cooperative Purchasing Network
has been competitively bid and meets the statutory requirements of Texas Local Government Code 271.102.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, Council approved the interlocal agreement with the Department of Information
Resources Purchasing Network (Ordinance 20-196).
RECOMMENDATION
Award a contract with Petrosys Solutions, Inc. dba PSI Technology, for the Everbridge Mass Notification
Pro System which notifies residents of emergency situations for the Fire Department, in the not-to-exceed
amount of $275,879.
