Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: September 14, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Hazen and Sawyer, P.C., to provide regulatory permitting/approval support, process evaluation, design services, bidding assistance, construction administration, and commissioning/startup support for the Pecan Creek Water Reclamation Plant Effluent Filter improvements; providing for the expenditure of funds therefor; and providing an effective date (RFP 7574-005 – Professional Services Agreement for design services awarded to Hazen and Sawyer, P.C., in the not-to-exceed amount of $576,124.00). The Public Utilities Board recommends approval (7 - 0). INFORMATION/BACKGROUND The Pecan Creek Water Reclamation Plant (PCWRP) is the City’s primary wastewater treatment facility that was designed and constructed over 50 years ago. The existing continuous backwashing sand filtration technology process and equipment are inefficient, difficult to maintain, and have reached their useful life. As such, the filtration system needs to be replaced with a new system/technology known as the AquaDiamond Cloth Filters (a $10.8M cost), which will allow the City to use the same footprint as the original filters but improve the filter capacity at the Pecan Creek Water Reclamation Plant. Project Phase Cost Design $ 576,124 Estimated Construction Cost $ 10,800,000 Estimated Project Total $ 11,376,124 Based on the qualifications, knowledge, and experience in designing projects of similar type and magnitude, staff selected Hazen and Sawyer, P.C. from a list of qualified consultants to perform this work. Request for Qualifications for professional engineering services for Water and Wastewater was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on March 23, 201 (Ordinance 21-546). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional engineering firms for Water and Wastewater (Ordinance 21-546). RECOMMENDATION Award a contract with Hazen and Sawyer, P.C., to provide regulatory permitting/approval support, process evaluation, design services, bidding assistance, construction administration, and commissioning/startup support for the Pecan Creek Water Reclamation Plant Effluent Filter improvements, in the not-to-exceed amount of $576,124.
