SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with WEX Bank, Inc., through the Sourcewell
Cooperative Purchasing Network Contract Number 080620, for Fleet Fuel Cards for the Police and Fire
Departments; authorizing the expenditure of funds therefor; and declaring an effective date (File 7732 –
awarded to WEX Bank, Inc., in the not-to-exceed amount of $1,150,000.00).
INFORMATION/BACKGROUND
The proposed contract is for fleet fuel card services through WEX Bank, Inc. to purchase diesel fuel,
premium unleaded fuel, and diesel exhaust fluid (DEF) for City of Denton emergency fleet vehicles. The
fuel cards are used to fuel approximately fifty (50) Fire Department units comprised of fire apparatus,
medics, and brush trucks, located at seven (7) different stations. To facilitate rapid response times, these
units require the ability to refuel within each of their station districts in addition to the City’s fuel sites.
The Police Department has six (6) pursuit vehicles that require the use of premium unleaded fuel which is
not available at either of the City’s fuel sites.
Currently, the average monthly fuel card purchase is $15,000. A contingency of $250,000 is included in the
total contract spend to cover increases in price or usage for the contract period. The requested spend
authority will only be used if needed, at the approval of the Fleet Superintendent.
The WEX Bank, Inc. Fleet Card program is highly rated, offers multiple area sites for convenience to the
Police and Fire Departments, and has the required reporting, controls, and alerts for management of all fuel
transactions. Wex’s network encompasses more than 180,000 stations nationwide. All transactions are
imported and tracked in the Fleet Services’ maintenance software system.
The WEX Bank, Inc. Fleet Fuel Card program is available through the Sourcewell Cooperative Purchasing
Network number 080620. Pricing obtained through Sourcewell Cooperative Purchasing Network has been
competitively bid and meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, Council approved the interlocal agreement with Sourcewell (Ordinance 20-197).

(5) year not-to-exceed amount of $1,150,000.

This is a five (5) year contract. This Sourcewell contract expires September 7, 2024.
FISCAL INFORMATION
These products and services will be funded through the using department’s budget on an as-needed basis.
The City will only pay for services rendered and is not obligated to pay the full contract amount unless
needed.
