SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with D&S Engineering Labs,
LLC, to provide materials testing of soil & aggregate, concrete, masonry, steel, and asphalt materials related
to public safety projects for the Facilities Management Department; providing for the expenditure of funds
therefor; and providing an effective date (RFQ 7703-001 – Professional Services Agreement for
professional services awarded to D&S Engineering Labs, LLC, in the not-to-exceed amount of
$175,300.70).
INFORMATION/BACKGROUND
The 2019 Bond included funding for Public Safety Projects to renovate the Police Headquarters, located at
601 East Hickory Street, and the new construction of a Sub-Station and Firing Range, located at the
intersection of South Bonnie Brae Street and Vintage Boulevard. The scope of services in the contract under
consideration includes, but is not limited to, materials testing and special inspections for the following
construction activities:
• Completion of Buildings Currently Under Construction:
o Slab-on-void floor system with grade beams
o Cast-in-place ICF concrete walls
o Structural Masonry
o Storm Shelter (ICC 500)
o Light Gauge (Cold-Formed) Steel Framing
o Structural steel
• Paving and sidewalks:
o Scarified and re-compacted subgrade for sidewalks
o Lime-treated paving subgrade
o Portland cement concrete paving
o Possibility of asphalt paving
• Miscellaneous:
o Utility trench backfill
o Dumpster pad piers, grade beams, and slab

Facilities Management staff evaluated the qualifications and ability of D&S Engineering to complete the
materials testing and special inspections for the Public Safety projects. Based upon the firm’s experience,
services provided, and the firm’s staff assigned to the project, Facilities staff have determined that the
professional services firm is the most highly qualified to perform this work. A formalized scope of work
was developed based upon discussions with Facilities Management staff and project management
consultant, Peak Program Value, LLC, using this scope of work the firm was sent a Request for Proposal;
and submitted a scope and fee proposal.
Requests for Qualifications for materials testing services for Facilities Management was solicited using the
City’s formal solicitation process. City Council approved a pre-qualified list of professional service firms
on July 20, 2021 (Ordinance 21-1437).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On July 20, 2021, Council approved RFQ 7703 for a pre-qualified list of material testing firms for vertical
construction projects (Ordinance 21-1437).
RECOMMENDATION
Award a contract with D&S Engineering Labs, LLC, to provide materials testing of soil & aggregate,
concrete, masonry, steel, and asphalt materials related to public safety projects for the Facilities
Management Department, in a not-to-exceed amount of $175,300.70.
