SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Robert Wyatt Contracting, LLC, for the demolition,
removal, and cleanup of two (2) commercial buildings located on the proposed Eagle Substation site for
Denton Municipal Electric; providing for the expenditure of funds therefor; and providing an effective date
(IFB 7731 – awarded to Robert Wyatt Contracting, LLC, in the not-to-exceed amount of $326,968.78). The
Public Utilities Board recommends approval (6 - 0).
INFORMATION/BACKGROUND
Denton Municipal Electric (DME) is proposing to demolish two (2) existing commercial buildings currently
on the Eagle Substation site located at the southeast corner of Eagle Drive and Bernard Street.
Before demolition, the existing commercial buildings have had asbestos removal as required by
Environmental Protection Agency – Clean Air Act – National Emission Standards for Hazardous Air
Pollutants (NESHAP). The contract requires removal of any above concrete protrusions or above-ground
structures, except for electric or light standards which are to remain, as is, on the site. The location was
previously a site for the proposed Eagle Substation, but the decision not to build the substation was made
in 2020. The site will now serve as a green area, which is the reason for the needed demolition.
Invitation for Bids was sent to 610 prospective suppliers, including 49 Denton firms, of this item. In
addition, specifications were placed on the Materials Management website for prospective suppliers to
download and advertised in the local newspaper. One (1) bid was received, and references were checked to
ensure the vendor can provide the services requested in the Scope of Work. The department is awarding the
contract to Robert Wyatt Contracting, LLC.

On September 13, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Robert Wyatt Contracting, LLC, for the demolition, removal, and cleanup of two (2)
commercial buildings located on the proposed Eagle Substation site for Denton Municipal Electric, in a
not-to-exceed amount of $326,968.78.
