SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 7775 for Health Concierge Services; and providing
an effective date (RFP 7775).
INFORMATION/BACKGROUND
The City has offered health concierge services to employees and retirees since 2017. Health concierge
services assist employees and family members, covered on a City plan, with health, dental, and/or vision
services such as finding a doctor, resolving problems and errors with medical bills, verification of coverage,
scheduling appointments, transferring medical records, discounts for prescriptions, comparing procedures
and costs, and coordination of care.
A formal RFP process was initiated in August 2021 to solicit proposals for health concierge services. Only
two bids were received in response to the RFP. After evaluation, the department decided to reject all bids
to conduct additional industry research to revise and further develop the scope of work.
The current health concierge contract does not expire until December 31, 2022. Staff recommends
continuing with the current contract's final year, which provides additional time to expand on the scope and
resolicit in 2022 for a January 1, 2023, effective date.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
RECOMMENDATION
Staff recommends the rejection of all proposals for Health Concierge Services.
