SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Soilworks, LLC, for the purchase of Gorilla-Snot,
a spray-on soil stabilizer/dust control for the City of Denton Landfill; providing for the expenditure of funds
therefor; and providing an effective date (IFB 7790 – awarded to Soilworks, LLC, for three (3) years, with
the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of
$1,000,000.00). The Public Utilities Board recommends approval (7 - 0).
INFORMATION/BACKGROUND
The City of Denton owns and operates a 252-acre Type I Municipal Solid Waste (MSW) landfill which
disposes of an average of 1,094 tons per day of MSW as reported by the Paradigm system.
Under the Texas Municipal Solid Waste regulations, 30 Texas Administrative Code 330.149, and the issued
Texas Commission of Environmental Quality (TCEQ) permit 1590B, the facility per the 1590B Settlement
Agreement Section 2.4.1 Dust Control is required beginning on the approval date to use a spray-on dust
control additive on all unpaved paths to be used by waste-carrying vehicles to access the working face that
day, applied and reapplied as directed by the manufacturer. Denton will use SoilWorks Gorilla-Snot as the
Dust Control Additive. The Solid Waste Department will use about 30,000 gallons per year.

Invitation for Bids was sent to 59 prospective suppliers, including 4 Denton firms, of this item. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. Three (3) bids meeting specifications were received. The lowest bid was
received by Soilworks, LLC.

On October 25, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Soilworks, LLC, for the purchase of Gorilla-Snot, a spray-on soil stabilizer/dust
control for the City of Denton Landfill, in a three (3) year, with the option for two (2) additional one (1)
year extensions, in the total five (5) year not-to-exceed amount of $1,000,000.

ESTIMATED SCHEDULE OF PROJECT
This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1)
year periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These items will be funded from Solid Waste Operating Funds. The City will only pay for services rendered
and is not obligated to pay the full contract amount unless needed.
