SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Obra Ramos Construction, LLC, for the
construction of outdoor concrete tennis courts in South Lakes Park for the Parks and Recreation
Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 7710 –
awarded to Obra Ramos Construction, LLC, in the not-to-exceed amount of $405,000.00).
INFORMATION/BACKGROUND
In 2014, Denton voters approved a bond program that included park improvements. Proposition 4 of the
2014 Bond included the expansion of South Lakes Park to build two lighted tennis courts. On October 6,
2020, City Council approved a Professional Service Agreement with Adams Consulting Engineers for the
design of South Lakes Tennis Courts for the Parks and Recreation Department. The design was completed
in May 2021, and the City of Denton permit was approved in June 2021.
Request for Proposals was sent to 598 prospective suppliers, including 49 Denton firms. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. Six (6) proposals were received, with five (5) meeting specifications.
References were checked, and proposals were evaluated based upon published criteria including quality,
reputation, and ability to complete similar projects, key personnel, schedule, safety, and price. Best and
Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, Obra Ramos
Construction, LLC was ranked the highest and determined to be the best value for the City.
