AGENDA INFORMATION SHEET
DEPARTMENT: Procurement & Compliance
ACM: David Gaines
DATE: November 16, 2021
SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Service Agreement with Kimley-Horn and
Associates Inc., to provide regulatory permitting/approval support, process evaluation, design services,
bidding assistance, construction administration, and commissioning/startup support for the Granada Lift
Station Replacement Project for the Water Utilities Division; providing for the expenditure of funds
therefor; and providing an effective date (RFQ 7574-008 – awarded to Kimley-Horn and Associates Inc.,
in the not-to-exceed amount of $159,300.00). The Public Utilities Board recommends approval (6 - 0).
INFORMATION/BACKGROUND
The Granada Lift Station was built in 1974 and has reached the end of its designed life. Given the age of
the original equipment, it is very difficult to find replacement parts and conduct routine maintenance of the
Granada Lift Station. Hence, staff recommends the replacement of the lift station and its connections to the
wastewater system. In the last few years, a significant amount of the original wastewater flow handled by
this lift station has been diverted through system improvements as well as new infrastructure installed by
recent development in the surrounding areas. This reduction in flow will allow the replacement
infrastructure to be significantly smaller, more reliable, and highly efficient.
Based on the qualifications, knowledge, and experience in designing projects of similar type and magnitude,
staff selected Kimley-Horn and Associates Inc. from a list of qualified consultants to perform this work.
Request for Qualifications for professional engineering services for Water and Wastewater was solicited
using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms
on March 23, 201 (Ordinance 21-546).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional engineering firms
for Water and Wastewater (Ordinance 21-546).
On November 8, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
