Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: November 16, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Industrial Power Truck & Equipment, through the TIPS Cooperative Purchasing Network Contract # 200802, for the purchase of one (1) Isuzu/NewWay rear load refuse truck for the Solid Waste Department; providing for the expenditure of funds therefor; and providing an effective date (File 7834 – awarded to Industrial Power Truck & Equipment, in the not-to- exceed amount of $154,797.49). The Public Utilities Board recommends approval (6 - 0). INFORMATION/BACKGROUND This request is for the purchase of one (1) rear load refuse truck for the Solid Waste Department. The 2020 model truck is available (already built) with an Isuzu FTR chassis with a NewWay 11-yard Viper refuse body. The cab-over chassis and 11-yard body combine to make a mini-rear loader that is easier to maneuver, has improved accessibility, and because of the smaller footprint, reduces overall carbon emissions compared to larger collection vehicles. Solid Waste will assign this vehicle to a Crew Leader to serve as a mobile office while assisting with customer concerns such as collecting missed trash and recycling, verifying service delivery, and managing various field activities. The vehicle’s maneuverability will allow for improved customer service response time. This vehicle is ideally suited for staff to serve scattered areas and efficiency gains would be immediate because of this vehicle’s fuel economy. Most important, this vehicle allows for the manageability of waste spills and ensures that spills are cleaned up within the required guidelines. The Texas Administrative Code Title 30, Chapter 330, section 330.107 states “Persons transporting solid waste shall not discharge or allow the discharge of solid waste from the vehicle on the way to the municipal solid waste facility. If a discharge of waste occurs during transportation, the transporter shall take immediate action to contain the waste and to clean up and remove the discharged waste to an approved solid waste management facility.” This refuse truck was originally ordered by another municipality and recently became available for purchase through Industrial Power Truck & Equipment. Due to the worldwide micro-chip shortage, all manufacturers are limiting 2022 model production, and the availability of vehicles will be limited. Pricing obtained through The Interlocal Purchasing System has been competitively bid and meets the statutory requirements of Texas Local Government Code 271.102. City Hall 215 E. On November 8, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award a contract with Industrial Power Truck & Equipment, for the purchase of one (1) Isuzu/NewWay rear load refuse truck for the Solid Waste Department, in a not-to-exceed amount of $154,797.49.
