SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Gupta & Associates, Inc.,
to provide project management, data collection, contract reviews, contract matrix development, and post-
analysis services support for the Hobson Lift Station Upgrade Project for the Water Utilities Division;
providing for the expenditure of funds therefor; and providing an effective date (RFQ 7574-001 –
Professional Services Agreement for project services awarded to Gupta & Associates, Inc., in the not-to-
exceed amount of $60,543.00).
INFORMATION/BACKGROUND
The Hobson Lift station has been in continuous service since 1980 and includes many electrical components
that were designed and constructed to a set of standard specifications that have considerably evolved over
the past 40 years. When the lift station was constructed, the electrical system was installed over the wet
well which has allowed hazardous sewer gases to corrode and damage the electrical panels. Over the last
40 years, staff has replaced many electrical components in an effort to keep the lift station online.
This project has been initiated to resolve the damaging impact of corrosive sewer gases on the electrical
system at the Hobson Lift Station. Relocating the electrical system away from the wet well will resolve the
ongoing corrosion issue that is continuously impacting the operation of the lift station resulting in downtime
and emergency repairs. Additionally, the consultant for this project will design an elevated electrical pad
for all new electrical components that meet current standard specifications and help improve the redundancy
and reliability of the lift station. The new electrical pad will be elevated to keep all the electrical components
out of the flood plain and prevent any future damage due to flooding.
Based on the qualifications, knowledge, and experience in designing projects of similar type and magnitude,
staff selected Gupta & Associates Inc. from a list of qualified consultants to perform this work.
Request for Qualifications for professional engineering services for Water and Wastewater was solicited
using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms
on March 23, 201 (Ordinance 21-546).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional engineering firms
for Water and Wastewater (Ordinance 21-546).

RECOMMENDATION
Award a contract with Gupta & Associates, Inc., project management, data collection, contract reviews,
contract matrix development, and post-analysis services support for the Hobson Lift Station Upgrade
Project for the Water Utilities Division, in a not-to-exceed amount of $60,543.
