Exhibit 1 - Agenda Information Sheet City of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: December 14, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Mabak Directional Drilling, Inc., for dry auger bore directional drilling for Denton Municipal Electric, Water, and Wastewater Departments; providing for the expenditure of funds therefor; and providing an effective date (CSP 7651 – awarded to Mabak Directional Drilling, Inc., in the not-to-exceed amount of $5,000,000.00). INFORMATION/BACKGROUND Dry Auger boring utilizes an auger contained within a casing. The casing is advanced as the hole is cut, and spoil is continuously removed by the rotating auger through the length of the casing. The auger does the job of both removing excavated material and powering the cutting head. This boring technique is known as dry boring because no water is needed to support the boring process. This method of trenchless technology is often used for boring beneath roadways, railroads, and streams or canals. Dry Auger boring is often required by the state or railroad commission depending on the material, the size of the casing, and what the pipe is transporting. This is primarily due to concerns for future ground settlement. This boring technique minimizes the possibility of any surface settling over the length of the run, due to minimal over-cut and casing being installed as it is cut. There are currently no viable alternatives to this boring method for crossing under Texas state highways and railroads. Denton Municipal Electric (DME) as well as the City of Denton Water/Wastewater department both need to use this boring method for installation of underground pipe at locations where these state facilities must be crossed to maintain continuity of the electric or water/wastewater systems. DME will be utilizing this method for multiple crossings associated with the TXDOT projects to widen I- 35 and I-35E through Denton. The bid was advertised again on May 28, 2021, for six weeks and no responses were received. The bidding period was extended by an additional 30 days and one (1) proposal was received on August 16, 2021. Competitive Sealed Proposals were sent to 597 prospective suppliers, including 49 Denton firms. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. One (1) proposal was received, and references were checked to ensure the vendor can provide the services requested in the Scope of Work. The proposal was evaluated based upon published criteria including key personnel, quality and reputation, detailed schedule, safety record, and price. Best and Final Offer (BAFO) was requested from the firm. The department is awarding the contract to Mabak Directional Drilling, Inc. RECOMMENDATION Award a contract with Mabak Directional Drilling, Inc. for dry auger bore directional drilling for Denton Municipal Electric, Water, and Wastewater Departments, in a not-to-exceed amount of $5,000,000. PRINCIPAL PLACE OF BUSINESS Mabak Directional Drilling, Inc. Sanger, TX ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval with a completion date by December 2024. FISCAL INFORMATION These services will be funded from various Electric or Water/Wastewater Capital Project Funds. Requisitions will be entered on an as-needed basis. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
