SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with HDR Engineering, Inc.,
for design services for Neighborhood 4 Improvements for the Capital Projects/Engineering Department as
set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date
(RFQ 7599-004 – Professional Services Agreement for design services awarded to HDR Engineering, Inc.,
in the not-to-exceed amount of $714,448.81).
INFORMATION/BACKGROUND
Neighborhood 4 contains 24 street segments associated with the 2019 Street Reconstruction Bond Program.
The project scope includes 8,700 linear feet of street reconstruction, 7,000 linear feet of water distribution
main replacement, 5,500 linear feet of wastewater collection main replacement, various sidewalk
improvements, and a photometric study. Capital Projects/Engineering is focusing on a holistic
neighborhood approach to minimize construction impacts and enhance coordination during the delivery of
the 2019 Bond Program. Neighborhood 4 will be advertised as a competitive sealed proposal to consider
the price and qualifications when selecting prospective contractors.
Statements of qualifications, including current availability and workload, were evaluated from the City’s
prequalified list of engineers to select a design firm for the project. Upon ranking the received information,
staff found HDR Engineering, Inc. was the most qualified and had available staff to fulfill the needs of the
project. Based on HDR Engineering, Inc.'s knowledge, project team experience, and availability, staff has
selected HDR Engineering, Inc. as the best choice for Neighborhood 4.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on May 18, 2021
(Ordinance 21-894).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 18, 2021, City Council approved RFQ 7599 for a prequalified list of professional engineering firms
(Ordinance 21-894).
On December 13, 2021, this item will be presented to the Public Utilities Board (PUB) for consideration.
