SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Teague Nall and Perkins,
Inc., for Citywide Surveying Services as set forth in the contract; providing for the expenditure of funds
therefor; and providing an effective date (RFQ 7797 – Professional Services Agreement for surveying
services awarded to Teague Nall and Perkins, Inc., for three (3) years, with the option for two (2) additional
one (1) year extensions, in the total five (5) year not-to-exceed amount of $1,500,000.00). The Public
Utilities Board recommends approval (7 - 0).
INFORMATION/BACKGROUND
The City of Denton has contracted for survey services through a series of different professional services
agreements since Fiscal Year 2003. Survey services are required to perform engineering design of
infrastructure projects, prepare legal exhibits for real estate transactions, and to allow construction crews to
accurately install or construct municipal improvement projects. Since April 2019, the current contract, with
a total value of $900,000, has been with Teague Nall and Perkins, Inc. The current contract is set to expire
in April 2022. The City has now spent approximately 90% of the current contract value and needs to enter
into a new indefinite-quantity contract for professional surveying services before the current contract is
exhausted.
The surveying contract is a citywide resource available for use by all City departments. The primary users
of the contract are the Capital Projects/Engineering Department, the Water Utilities Department, and the
Real Estate Division. The contract is typically managed through the Engineering Design Division of the
Capital Projects/Engineering Department, but the contract has been used by many other departments and
divisions including Public Works, Parks and Recreation, Airport, Denton Municipal Electric, Facilities
Management, Real Estate, and Solid Waste. Multiple departments were consulted in the development of
the scope of work for the professional services agreement and the evaluation of the submitted qualification
packages.
The term of the new agreement is for a three-year period with two possible one-year extensions at the same
fee schedule. Based on the projected workload, it is estimated that the contract value will be approximately
$900,000 for the base three-year period and $1,500,000 for the total five-year period.

Request for Qualifications (RFQ) for professional surveying services was sent to 499 prospective firms,
including 17 Denton firms, for these services. In addition, the RFQ was placed on the Materials
Management website for prospective respondents to download and advertised in the local newspaper.
Seventeen (17) statement of qualifications (SOQ) were received. The SOQs were evaluated based on
published criteria including indicators of probable performance under contract, experience and
qualifications of the firm, and organization and structure of staffing. Based upon this evaluation, the
recommended award is to Teague Nall and Perkins, Inc., and is determined to be the most qualified firm
for the City.

On December 13, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Teague Nall and Perkins, Inc., for Citywide Surveying Services, in a three (3) year,
with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount
of $1,500,000.
SUSTAINABILITY MEASURES
The purchase of Surveying Services through this agreement is not directly applicable to the City’s
Sustainability Framework. However, the surveying work provided through this agreement will be applied
to various infrastructure, real estate, and land-use projects that will have a direct impact on sustainability
measures in the City of Denton. Those impacts will be addressed by the specific projects as they arise.

ESTIMATED SCHEDULE OF PROJECT
This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1)
year periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These products and services will be funded through the using department’s budget on an as-needed basis.
The City will only pay for services rendered and is not obligated to pay the full contract amount unless
needed.
