SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Freedom Commercial Services, LLC, for private
property nuisance abatement services for the City of Denton; providing for the expenditure of funds
therefor; and providing an effective date (RFP 7892 – awarded to Freedom Commercial Services, LLC, in
the three (3) year not-to-exceed amount of $302,500.00).
INFORMATION/BACKGROUND
The City of Denton Community Improvement Services Division is authorized by law to abate private
property nuisance violations not abated by property owners. The proposed contract will include mowing,
weeding, and edging parcels with grass and weeds growing in excess of 12”, remove trash and debris from
parcels, secure vacant and open structures, and abate other property maintenance violations as permitted by
code. The services outlined in this contract are not performed on an established cyclical basis but rather on
an as-needed basis. The contractor may also provide property nuisance abatement support to other
departments.

Request for Proposals was sent to 249 prospective suppliers, including thirteen (13) Denton firms. In
addition, specifications were placed on the Procurement and Compliance website for prospective suppliers
to download and advertised in the local newspaper. One (1) proposal was received, and references were
checked to ensure the vendor can provide the services requested in the Scope of Work. The proposal was
evaluated based upon published criteria including compliance with specifications, experience, and price.
Best and Final Offer (BAFO) was requested from the firm. The department is awarding the contract to
Freedom Commercial Services, LLC.
