SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Elizabeth Akamatsu Fenci, for art design and
production services for the public art sculpture installation to be located at the Bonnie Brae Roundabout for
the Parks and Recreation Department; providing for the expenditure of funds therefor; and providing an
effective date (RFP 7865 – awarded to Elizabeth Akamatsu Fenci, in the not-to-exceed amount of
$50,000.00). The Public Art Committee recommends approval (6 - 1).
INFORMATION/BACKGROUND
The Bonnie Brae roundabout is located at the intersection of North Bonnie Brae Street and Scripture Street.
The space at the center of the roundabout is sized to accommodate a sculpture that will be fully visible from
all directions into the intersection. An artist call for proposals was completed on December 10, 2021, with
three proposals received, evaluated, and scored by the subcommittee comprised of Lane, Buie, and
Chamberlin.
The proposed art installation requires yearly cleaning, taking an estimated two hours of staff time in addition
to any potential vandalism that may occur. The estimated cost is $1,000.00 per year including labor,
cleaning, and any potential vandalism repairs costs. Additional energy costs may be incurred if external
lighting is installed for the sculpture.
Request for Proposals was sent to 8 prospective suppliers of this item, including one (1) Denton firm. In
addition, specifications were placed on the Procurement and Compliance website for prospective suppliers
to download and advertised in the local newspaper. Two (2) proposals were received, references were
checked, and proposals were evaluated based upon published criteria including artist merit and technical
expertise, ability to successfully execute innovative public art projects, ability to execute a project on time
and within budget, and expressed interest in creating public artwork. Based upon this evaluation, Elizabeth
Akamatsu Fenci was ranked the highest and determined to be the best value for the City.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 3, 2022, the Public Art Committee (PAC) recommended artist Elizabeth Akamatsu Fenci, for
art design and production services for the public art sculpture installation to be located at the Bonnie Brae
Roundabout (6-1).
RECOMMENDATION
Award a contract with Elizabeth Akamatsu Fenci, for art design and production services for the public art
sculpture installation to be located at the Bonnie Brae Roundabout for the Parks and Recreation Department,
in a not-to-exceed amount of $50,000.
ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval with a completion date within six months.
FISCAL INFORMATION
These services will be funded from General Obligation Bonds dedicated to Public Art.
