SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with The Wilson Bohannan Company, for the purchase
of custom stamped padlocks and matching keys for Denton Municipal Electric; providing for the
expenditure of funds therefor; and providing an effective date (IFB 7893 – awarded to The Wilson
Bohannan Company, for three (3) years, with the option for two (2) additional one (1) year extensions, in
the total five (5) year not-to-exceed amount of $500,000.00). The Public Utilities Board recommends
approval (6-0).
INFORMATION/BACKGROUND
The proposed contract will supply padlocks, which are stamped with Denton Municipal Electric (DME), or
additional approved City logos on the lock and keyed the same as all locks within the existing system. In
the upcoming planned construction of subdivisions, DME will need several locks to secure the transformers,
secondary pedestals, switches, and other equipment to keep citizens from opening the equipment and
potentially harming themselves. The contract’s primary user will be Denton Municipal Electric, but the
contract is available for use by all City departments. Based on a historical spend and future projections the
recommended not to exceed (NTE) for this contract is $500,000 for a total potential five (5) year contract.
Invitation for Bids was sent to 11 prospective suppliers of this item. In addition, specifications were placed
on the Procurement and Compliance website for prospective suppliers to download and advertised in the
local newspaper. Two (2) bids meeting specifications were received. The lowest bid was received by The
Wilson Bohannan Company.

RECOMMENDATION
Award a contract with The Wilson Bohannan Company, for the purchase of WB Part# 71170 0
MAS#50K87 custom stamped with “Denton Municipal Electric” and matching keys for Denton Municipal
Electric, in a three (3) year, with the option for two (2) additional one (1) year extensions, in the total five
(5) year not-to-exceed amount of $500,000.

This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1)
year periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These products will be funded from DME Operating and Capital Funds. Requisitions will be entered on an
as-needed basis. The City will only pay for services rendered and is not obligated to pay the full contract
amount unless needed.
