SUBJECT
Adoption of contract through the TIPS Cooperative Purchasing Network Contract Number TIPS RFP
200206 with FREIGHTLINER OF AUSTIN, for the acquisition of services and products for the Fleet
Department on September 21, 2020, in the not-to-exceed amount of $242,117.00; said first amendment to
provide additional service until the TIPS RFP 200206 expires on April 28, 2023; providing for expenditures
of funds therefor; and providing an effective date (File 7462 – providing for an additional first amendment
expenditure amount not-to-exceed $12,075.00, with the total contract amount not-to-exceed $254,192.00).
BACKGROUND
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative
purchasing program with another local government or local cooperative organization. In lieu of competitive
bidding, items and services may be purchased through such agreements as the agreements have already
been bid by the sponsoring entity or agency. Pricing obtained through the Department of Information
Resources (DIR) Cooperative Purchasing Network has been competitively bid and meets the statutory
requirements of Texas Local Government Code 271.102.
To fit the specifications required for our fire apparatus several changes were made that resulted in additional
costs. Among these changes were changing the placement of the hose reel, booster pump as well as adding
various LED and Flasher lights along with various other changes that resulted in an additional $6075
increase. This apparatus also requires a specialized $6,000 bumper that was not included in the original
quote.
The original contract was awarded on September 21, 2020 not-to-exceed $254,192.00 with Freightliner of
Austin for products and services related to TIPS RFP 200206.
RECOMMENDATION
To provide an additional not-to-exceed amount $12,075 with this First Amendment for an aggregate not-
to-exceed amount of $254,192.00.
ESTIMATED SCHEDULE OF PROJECT
TIPS RFP 200206 with a contract expiration date of 04/28/2023.
FISCAL INFORMATION
This service and products will be procured by Fleet for the use by the Fire Department.
