SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Nelson Espinoza dba S.E.D. Referees, for the
supply of certified adult and youth sports officiating services for the Parks and Recreation Department;
providing for the expenditure of funds therefor; and providing an effective date (IFB 7918 – awarded to
Nelson Espinoza dba S.E.D. Referees, for one (1) year, with the option for two (2) additional one (1) year
extensions, in the total three (3) year not-to-exceed amount of $250,000.00).
INFORMATION/BACKGROUND
The Parks and Recreation Department (PARD) offers several leagues in the spring, summer, and fall, which
require certified referees to officiate. Officials are needed for the following sports: adult and youth
basketball, adult and youth flag football, adult and youth outdoor soccer, adult and youth volleyball, youth
indoor soccer, and adult kickball. The leagues combined generated approximately $145,800 in revenue for
the Parks and Recreation Department during the previous fiscal year. Under the contract, S.E.D. Referees
will be scheduled to officiate approximately 2,100 games divided up amongst the varying leagues/sports
offered. With the average rate of $45 a game, the annual amount needed is $75,000.

Invitation for Bids was sent to 402 prospective suppliers of this item, including 45 Denton firms. In addition,
specifications were placed on the Procurement and Compliance website for prospective suppliers to
download and advertised in the local newspaper. Two (2) bids meeting specifications were received. The
lowest bid was received by Nelson Espinoza dba S.E.D. Referees.

RECOMMENDATION

ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for two (2) additional one (1) year

FISCAL INFORMATION
These services will be funded from Parks and Recreation Operating Funds. The City will only pay for
services rendered and is not obligated to pay the full contract amount unless needed.
