SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a Professional Services Agreement between the City of
Denton and Parkhill, Smith & Cooper, Inc., amending the contract approved by City Council on March 16,
2021, in the not-to-exceed amount of $240,500.00, said first amendment to provide engineering report, final
design, bid phase services, and construction administration services for the Robson Ranch Water
Reclamation Plant Lift Station Conversion for the Water Utilities Department; providing for the expenditure
of funds therefor; and providing an effective date (File 6590-099 – providing for an additional first
amendment expenditure amount not-to-exceed $167,800.00, for a total contract amount not-to-exceed
$408,300.00). The Public Utilities Board recommends approval (6 – 0).
INFORMATION/BACKGROUND
Parkhill, Smith & Cooper was selected to design improvements to the Robson Ranch Water Reclamation
Plant (WRP) and wastewater collection system to allow for continued development within Robson Ranch.
This project will ultimately convert the WRP into a lift station with peak flow storage and pump the Robson
Ranch development’s wastewater flow into the City’s primary collection system for treatment at the Pecan
Creek WRP. During the preliminary design analysis, it was determined that the project must be designed
and constructed in two phases for the following reasons:
1. Allows additional coordination time with the Hunter and Cole Ranch Developments and The City’s
ongoing Wastewater Master Planning project.
2. Phase I improvements can be immediately implemented to bring the Robson Ranch WRP back into
compliance with the Texas Commission on Environmental Quality (TCEQ) permitted capacity for
flow and allow for Robson’s continued development.
3. Phase II improvements require a longer timeframe due to the regulatory coordination associated
with the ongoing Permit Amendment at the Pecan Creek WRP
Phase I improvements will divert approximately 40% of wastewater flow from Robson Ranch to the Pecan
Creek WRP, bringing the Robson Ranch WRP into compliance with the TCEQ for the foreseeable future
and including a replacement of the Robson Ranch WRP ultraviolet (UV) disinfection system to maintain
compliance with the Facility’s TCEQ Permit.
Phase II improvements will complete the project by diverting the remaining wastewater generated in
Robson Ranch to the Pecan Creek WRP.

Water Utilities Staff evaluated the qualifications and ability of Parkhill, Smith & Cooper, Inc. to complete
this critical infrastructure project. Based upon the firm’s experience and the staff assigned to the project
staff have determined that the engineer is highly qualified to perform this work. A scope of work was
developed based upon the results of the Preliminary Design, and the engineer submitted a scope and fee
proposal for the Contract Amendment.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018, and
June 5, 2018 (Ordinance 2018-331).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of professional
engineering firms (Ordinance 2018-331).
On March 16, 2021, City Council approved a Professional Services Agreement with Schrickel, Rollins and
Associates, Inc., in the not-to-exceed amount of $240,500 (Ordinance 21-411).
On March 9, 2022, Purchasing approved an Assignment of the Contract from Schrickel, Rollins and
Associates, Inc. to Parkhill, Smith & Cooper, Inc.
On April 11, 2022, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award Amendment No. 1 with Parkhill, Smith & Cooper, Inc., to provide engineering report, final design,
bid phase services, and construction administration services for the Robson Ranch Water Reclamation Plant
Lift Station Conversion for the Water Utilities Department, in a not-to-exceed amount of $167,800, for a
total amended contract amount of $408,300.

ESTIMATED SCHEDULE OF PROJECT
The project duration is expected to be up to approximately 36 months inclusive of design, bidding, and
construction, depending upon TCEQ Permitting and coordination with the Wastewater Master Plan.
FISCAL INFORMATION
These services will be funded from Wastewater Project Funds account 640407541. Purchase Order #196183
will be revised to include the first amendment amount of $167,800. The total amount of this contract is
$408,300.
