Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement DCM: David Gaines DATE: April 19, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the approval of a first amendment to a professional services agreement between the City of Denton and Weaver Consultants Group, LLC, amending the contract approved by Purchasing on December 27, 2021, in the not-to-exceed amount of $26,100.00; said first amendment to complete maintenance and repairs of the Landfill Gas Collection and Control System (GCCS) at the City of Denton Landfill; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7109-024 – providing for an additional first amendment expenditure amount not-to-exceed $49,198.34, with the total contract amount not-to-exceed $75,298.34). The Public Utilities Board recommends approval (6 – 0). INFORMATION/BACKGROUND The City of Denton Landfill operates a Gas Collection and Control System (GCCS) and flare to process the methane produced by the landfill. Solid Waste and Recycling executed a contract with Weaver Consultants Group, LLC (WCG) in 2021 for their field crew to perform operations repairs and maintenance on the GCCS. The wells require maintenance and “tuning” to reduce odor and the potential of oxygen intrusion and to optimize gas extraction to maintain compliance with State and Federal Regulations. During the process of performing the initial inspection of the flare and “tuning” of the wellfield in February 2022, the WCG field crew discovered several maintenance issues that need to be addressed. Various components associated with the collection wells have deteriorated over time and need to be replaced. The flare utilizes two flowmeters to control and measure the flow of gas and it was discovered that one of the flowmeters needs to be replaced. Various maintenance activities also need to be performed including repairs of the blowers, cleaning the condensate sump pumps, knocking out pot demister filter, flame arrestor cleaning as well as reprogramming the flare computer for system optimization. Additionally, the air compressor needs to be replaced due to damage that is beyond repair. The original cost of the operation, monitoring, and maintenance contract was $26,100.00. This first amendment is the result of maintenance and repair issues that were unknown at the time the original contract was initiated. Amending the contract for the proposed $49,198.34 will enable additional maintenance and repairs to be performed and facilitate the efficient operation of the flare and the GCCS. Having the same consultant group perform the additional work will provide continuity and shorten the timeline of completion. City Hall 215 E. RECOMMENDATION Award Amendment No. 1 with Weaver Consultants Group, LLC, to complete maintenance and repairs of the Landfill Gas Collection and Control System (GCCS) at the City of Denton Landfill, in a not-to-exceed amount of $49,198.34, for a total amended contract amount of $75,298.34. FISCAL INFORMATION These services will be funded from the Solid Waste and Recycling budget account. If approved, the existing PO#198946 will be amended to include the additional funding.
