SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to purchase of four (4) art sculptures for the Carroll Boulevard Linear Park
for the Parks and Recreation Department from Russ Connell; providing for the expenditure of funds
therefor; and providing an effective date (File 7990 – awarded to Russ Connell, in the not-to-exceed
amount of $45,450.00). The Public Art Committee recommends approval (6 – 0).
INFORMATION/BACKGROUND
The Public Art Committee (PAC) has identified four locations in the Carroll Boulevard linear park for art
placement. The installation of the art will create the Carroll Boulevard Art Trail running along the east side
of Carroll Boulevard between University Drive and McKinney Street. The Public Art Committee
subcommittee evaluated seven sculptures and selected four of the sculptures for purchase. The four
sculptures together cost $45,450 including a 10% discount.
The department is wanting to purchase the Russ Connell sculptures “Challenger” for up to $12,600,
“Avalon” for up to $14,400, “KingMoonRacer” for up to $5,850, and “Crazyhorse” for up to $12,600.
The sculptures will have an anticipated maintenance need. A supplemental request will be submitted the
following fiscal year to offset anticipated maintenance expenses.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 7, 2021, the Public Art Committee (PAC) recommended the purchase of four (4) art sculptures
from Russ Connell for the Carroll Boulevard linear park (6-0).
RECOMMENDATION
Award an expenditure with Russ Connell, for the purchase of four (4) art sculptures for the Carroll
Boulevard Linear Park for the Parks and Recreation Department, in a not-to-exceed amount of $45,450.
ESTIMATED SCHEDULE OF PROJECT
Due to the restriction on spending HOT funds, all projects using HOT Funds in this update must be
completed by September 2022.

These items will be funded from Carroll Blvd Art Trail Sculptures account 459997467.1365.40100.
Requisition #155322 has been entered into the Purchasing software system in the amount of $45,450. The
budgeted amount for this item is $45,450.
