Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: March 16, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or their designee, to execute a Professional Services Agreement with Kimley- Horn and Associates, Inc., for professional engineering services in support of the State reimbursable Transportation Alternatives Set-Aside (TASA) Program project; Sycamore – Welch Active Transportation Connection Bike Lanes and Shared – Use Path Facilities project, as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 6590-104 – Professional Services Agreement for engineering services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $250,000.00). INFORMATION/BACKGROUND On December 3, 2018, an Advanced Funding Agreement (AFA) CSJ#0918-46-306 was authorized by the Texas Department of Transportation (TxDOT) and the City of Denton to provide funding reimbursement in the not-to-exceed amount of $762,508, for project design and construction activities. TASA projects include pedestrian and bicycle infrastructure that will substantially improve safety and the ability for students to walk and bike to schools. The City of Denton selected Sycamore-Welch as a candidate for the State’s reimbursable Transportation Alternatives Set-Aside funding program as it designated a key bicycle route from the Downtown Denton Transit Center to the University of North Texas (UNT). This route is the most direct path for both pedestrians and cyclists alike to commute to UNT. The current estimated project cost including design, city staff time, and construction is $2,580,000. This project was submitted to the Denton County Transportation Authority (DCTA) in January to be considered for the DCTA Transportation Reinvestment Program (TRiP). If approved, DCTA will reimburse a not-to-exceed amount of $1,626,865. Based on the qualifications, knowledge, and experience in designing projects of similar type and magnitude, staff selected Kimley-Horn and Associates, Inc. from a list of qualified consultants to perform this work. Request for Qualifications for professional engineering services was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018, and June 5, 2018 (Ordinance 2018-331). City Hall 215 E. RECOMMENDATION Award a contract with Kimley-Horn and Associates, Inc., for professional engineering services in support of the State reimbursable Transportation Alternatives Set-Aside Program project; Sycamore – Welch Active Transportation Connection Bike Lanes and Shared – Use Path Facilities project, in the not-to-exceed amount of $250,000.
