SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with The John R McAdams
Company, Incorporated, for professional design services for Briercliff Park for the Parks and Recreation
Department; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7850-
002 – Professional Services Agreement for professional design services awarded to The John R McAdams
Company, Incorporated, in the not-to-exceed amount of $85,150.00).
INFORMATION/BACKGROUND
The City of Denton Parks and Recreation Department owns a 9.62-acre developed parcel named Briercliff
Park, located at 3200 State School Road, Denton, TX, 76201. The proposed project will consist of public
engagement, needs assessment, conceptual designs, construction documents, the probable cost for the
development, and grant writing. This information will become part of the master plan for improvements for
the park, which could include items such as, but not limited to, a loop trail, restroom facility, spray ground,
expansion of parking, landscaping, and typical park amenities.
The Parks, Recreation, and Trails System Master Plan was adopted by City Council on March 1, 2022. This
agreement is vital in future planning for Parks and Recreation and its mission to serve and meet the
community's needs.
Staff estimates this project to be near the $1,500,000 for construction. The John R McAdams Co. will work
with the Parks and Recreation Department to provide an accurate and detailed construction cost estimate
upon completion of the plan. Based on the proposed new amenities for this site, staff estimates this park to
increase maintenance and operations by $50,000.
Request for Qualifications for landscape architect services for the Parks and Recreation Department was
solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of
professional service firms on February 1, 2022 (Ordinance 22-192).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 1, 2022, Council approved RFQ 7850 for a prequalified list of firms for landscape architect
services (Ordinance 22-192).

FISCAL INFORMATION
These services will be funded from Park Dedication and Development Funds accounts
400338435.1360.21100 & 400338916.1360.21100. Requisition #155124 has been entered into the
Purchasing software system in the amount of $85,150. The budgeted amount for this item is $85,150.
