Exhibit 1 - Agenda Information Sheet City of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement DCM: David Gaines DATE: June 7, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Biggs and Mathews Environmental, Inc., for the scale facility and roadway improvements at the City of Denton Landfill for the Solid Waste and Recycling Department; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7109-025 – Professional Services Agreement for design services awarded to Biggs and Mathews Environmental, Inc., in the not-to-exceed amount of $160,000.00). The Public Utilities Board recommends approval (7 - 0). INFORMATION/BACKGROUND The Scale House was constructed back in 2007 and has been operating for 15 years. The Solid Waste Department operates many programs and offers diver’s services. Many of these take place at the Landfill with final transactions at the Scale House. As the City of Denton and surrounding regions have been growing, so has the traffic as it approaches and departs the Scale House. When the Scale House was first opened, it was managing transactions of about 600 tons of waste per day. Currently, it is averaging about 1,800 tons a day. The Solid Waste Department seeks to improve site access roads, scale wait times, traffic flow, and safety concerns with the current system to expedite and manage traffic with efficacy and safety. The Solid Waste Department’s Capital Improvement Program (CIP) provides funding for improvements to infrastructure in regard to the Landfill Scale House roads approaching and departing this facility. Through the Engineering Services contract RFQ 7109, we found that Biggs & Mathews Environmental, Inc. has pronounced knowledge and experience with Solid Waste services including landfill scale house facilities as outlined in the Texas Commission and Environmental Quality (TCEQ) Municipal Solid Waste Permit #1590-B. Biggs and Mathews has provided a best and final offer and proposed to perform tasks as requested in the Scope of Work, the TCEQ permit #1590-B, and all applicable federal, state, and local rules and regulations. Request for Qualifications for professional engineering services was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on October 8, 2019 (Ordinance 19-2305). City Hall 215 E. On May 23, 2022, the Public Utilities Board (PUB) recommended this item to the City Council for consideration RECOMMENDATION Award a contract with Biggs and Mathews Environmental, Inc., for the Scale Facility and Roadway Improvements at the City of Denton Landfill for the Solid Waste and Recycling Department, in a not-to- exceed amount of $160,000. Mansfield, TX ESTIMATED SCHEDULE OF PROJECT After the project is awarded, the estimated project schedule includes four (4) months for Preliminary Design, four (4) months for Final Design, three (3) months for Services, one (1) year for Construction Management, one (1) year on Construction Quality Assurance, and two (2) months on Final Construction Report. FISCAL INFORMATION These services will be funded from the Solid Waste Department 660904595.1365.21100. Requisition #155348 has been entered into the Purchasing software system in the amount of $160,000. The budgeted amount for this item is $160,000.
